TOWN OF TROY

Selectmen Present: Howard M. Sheats, Jr., Allan Bailey and William T. Matson
Chairman Sheats called the meeting to order at 3:56 p.m.
Chairman Sheats MOVED to let Jim Dicey go before the approval of the Selectmen Meeting Minutes SECOND Selectmen Matson VOTE unanimous
3:57 pm Jim Dicey, Dredging at Sand Dam – Mr. Dicey hired a consultant for the dredging of Sand Dam. Peter Paul is going to help with the costs of this project. Mr. Dicey wanted to make sure that the Select Board had no objections with him continuing forward with the project. The Select Board is okay with Mr. Dicey moving forward. Mr. Dicey wanted to bring to the attention of the Select Board that the wooden walkways at the Community Center are really slippery when it rains. Mr. Dicey would like to purchase the sand paper strips to go on the walkways. Selectmen Bailey MOVED to allow Mr. Dicey purchase the sand paper strips for the Recreation Center stairs and ramp SECOND Selectmen Matson VOTE unanimous
4:03 pm Stanley Clark, Barbara Guelcher, Troyfest Committee – The committee would like $3000 for their budget for the year. Selectmen Matson MOVED to change bicential committee to Troy Festivals Committee SECOND Selectmen Bailey VOTE unanimous Chairman Sheats asked the committee what festivals they will be holding. Mrs. Guelcher stated that they will continue the scare crows in the fall, 4th of July weekend, and make the bridge of joy a bigger event.
4:25 pm Jessie & Brian Quigley, 98 Monadnock St – Mrs. Quigley gave the history of why her property taxes were not paid. Mrs. Quigley states that she wants to save her home and would like to know what she can do at this point. Selectmen Matson suggested that a pay agreement for 36 months and would also have to stay current on taxes. Selectmen Bailey suggests that the Quigley’s get a loan from the bank. Selectmen Bailey stated that the Quigley’s make a $200 a week payment for 8 weeks while they look into getting a mortgage to repurchase the property from the Town. Selectmen Matson MOVED to have Mrs. Fox draft up an agreement with the Quigley’s and the Selectmen as discussed and set-up a meeting on February 15, 2016 at 4:15 pm to discuss the repurchase of the property based on the bank mortgage SECOND Selectmen Bailey VOTE unanimous
Transfer station budget – Selectmen Bailey asked about Rod Page’s Medicare for next year and if it will be going up. Mrs. Fox is to find out from Mr. Page if this is expected to go up.
Forest Fire Suppression Budget – Selectmen Bailey asked if we should keep it the same as last year’s budget. Selectmen Matson MOVED to keep the Forest Fire Suppression Budget the same as last year SECOND Selectmen Bailey VOTE unanimous
Health Administration Budget – Selectmen Matson MOVED to keep the Health Administration Budget the same as last year SECOND Selectmen Bailey VOTE unanimous
Rental Ordinance Hearing – January 11, 2016 Public Hearing 5:00 pm.
Support for Public Services Budgets – The Selectmen went over budgets
Chairman Sheats MOVED to accept Selectmen Meeting Minutes from December 14, 2015 SECOND Selectmen Bailey VOTE unanimous
Rhonda Fish – Chairman Sheats MOVED to wave fee for Jim Dicey to let the Fish’s in to the Bigelow Hill Property to get the rest of their belongings out SECOND Selectmen Bailey VOTE unanimous
Selectmen Bailey MOVED to pass fee schedule for special duty jobs for town employees as outlined at December 14, 2015 Selectmen’s Meeting SECOND Chairman Sheats VOTE unanimous
Property Tax Abatement from William & Julaine Rogers of 245 West Hill Rd – Selectmen Bailey will work on a draft for Senior Property Tax Relief.
2014 Audit Reports – Just send memo’s to each department on auditor’s suggestions. Selectmen Matson MOVED to send letter to tax collector and trustee of the trust funds for compliance SECOND Selectmen Bailey VOTE unanimous
TRG Bankruptcy – We need to file claim for back taxes. Selectmen Matson MOVED to have Attorney Little do our bankruptcy claim for TRG SECOND Selectmen Bailey VOTE unanimous
Gary Lang – Mr. Lang stopped into Selectmen’s office stating he needs some deed from the Cheshire Registry of Deeds that are not online. The cost of these are $4.00 each. Mr. Lang wants to know if the Town will pay for these. The Selectmen stated that they will not pay for these.
