TOWN OF TROY

Selectmen Present: Barbara Guelcher, Allan Bailey and William T. Matson
Selectmen Matson called the meeting to order at 5:00 p.m.
Selectmen Bailey MOVED to accept Selectmen’s Meeting minutes from 6/27/16 SECOND Selectwomen Guelcher VOTE unanimous

Letter from Silas Little – Attorney Little has some questions in regards to the Ambulance responses as follows:
- Not received replies from June 21st motion to amend
- Have a list of cd’s and checking and savings accounts
- We want to put liquid assets to stay in existing checking account until revolving fund is created
Chairman Matson MOVED to roll savings account into checking account SECOND Selectmen Bailey VOTE all
- Tangible property is going to the Fire Department
- All bills have been paid
- Capital reserve fund is already in place
Include with letter to Attorney Little – The Town received an inoperable cardiac defib monitor that needs to be replaced immediately. Estimated cost is $35,000. There is one cd we can use to purchase this but TD Bank won’t allow us to take the money out till the amendments are approved by the judge.
Chief Ellis – Complaints about Richard Pelto parking trucks on the road. Neighbors can’t get thru. Chairman Matson MOVED to have police increase presences on Bigelow Hill SECOND Selectmen Bailey VOTE unanimous
Historical Society – Kathy Marrotte & Lynn Smith – They requested the Select Board guarantee the Historical Society can continue to use Kimball Hall. The Select Board can’t give a guarantee to Historical Society it’s not up to them it has to be a Warrant Article at Town Meeting. Maintenance also needs to have Warrant Article. Operating budget will stay the same.
Jim Dicey, Bob Norton – Community Center – Procedures and policies for James Dunton the Custodian. Give Mr. Dunton more time at Community Center since summer program started. Mr. Dicey talked to DA Brothers about closet, they will be there at the end of the week to put shelf back in closet. DA Brothers were waiting for when Mr. Norton got the changing stations. Need some storage for children’s belongings because the wall is being marked up. The Seniors are complaining about people using their stuff. There should be no use of the seniors stuff. Selectwomen Guelcher told the Seniors to lock their cabinet. Seniors also said that they need at least 1 shelf in the fridge. Chairman Matson stated that the Seniors need to have their own fridge somewhere else. The bottom shelf has been being used by the Seniors.
Mr. Dicey wanted to make sure that his operating budget was for him to spend as long as he does not go over the bottom line. The Select Board asked why he was asking. Mr. Dicey stated that he looked at a wood chipper for $2500 – $3000 that is going up for auction through the town of Hudson. The Select Board told Mr. Dicey to buy the chipper.
Bob Baxter, Joann Baxter of 25 Colonial Dr –Mrs. Baxter just finally got on disability for her blindness. Mrs. Baxter’s son was in a bad accident about a month ago they have been back and forth to Lebanon for doctors’ appointments. Chairman Matson asked how much was the total owed with no interest. $5,539.70. Chairman Matson MOVED to abate all accrued interest SECOND Selectmen Bailey VOTE unanimous Chairman Matson MOVED to allow Mrs. Baxter a payment plan of $40 a week for the next 52 weeks then the interest and 60% of the taxes will be forgiven if followed thru with the payment plan SECOND Selectmen Bailey VOTE unanimous
