SELECT BOARD MEETING  MINUTES

TOWN OF TROY

Monday, November 14, 2016 5:00 p.m.

Selectmen Present:  Barbara Guelcher, Allan Bailey and William T. Matson

                                                                                                                                                                              

Selectmen Matson called the meeting to order at 5:00 p.m.

Selectmen Bailey MOVED to accept the Selectmen’s Meeting minutes from November 7, 2016 SECOND Selectwoman Guelcher VOTE unanimous

Dan Guay – Chairman Matson MOVED to send a letter to Attorney General and cc Mr. Guay stating that Mr. Guay was not a corporate Officer at any time for the Troy Ambulance Inc SECOND Selectmen Bailey VOTE unanimous

Chairman Matson MOVED to send net 30 day vendor letter to all vendors SECOND Selectmen Bailey VOTE Unanimous

School Board Update – Lisa Steadman is trying to get a meeting with Adam Hopkins, Scott Peters, the Select Board and the Towns people to update everyone on the school budget.  November 2017 the budget will be 3 million more over.

Herb Drugg bid on 16 Colonial Drive for $1,691.11.  Selectmen Bailey MOVED to accept the bid from Herb Drugg in the amount of $1,691.11 for 16 Colonial Dr SECOND Selectwoman Guelcher VOTE unanimous

Animal Control Budget, Chief Dave Ellis – Budget will stay the same as last year.  Chief Ellis would like to hire someone to do the job on an hourly basis. Chairman Matson MOVED to recommend the animal control budget to the budget committee SECOND Selectwoman Guelcher VOTE unanimous

Chairman Matson would like to thank everyone involved for the superb job on Election Day.

Meridian invoice for Granite St project – Selectmen Bailey MOVED to pay the Meridian invoice out of the highway department budget under labor contracted services SECOND Chairman Matson VOTE unanimous

Selectmen want permission from the State for a truck turnaround.  Selectmen Bailey will contact the State.

Website update – Linda is still working on it and should have it up in a few weeks.

Selectmen Bailey stated that at the Election it was brought up about not having a State of New Hampshire flag at the polling place.  The Select Board will order a flag and the flag base.

Chairman Matson MOVED to have Mrs. Fox cut a check that does not exceed $48,422.23 from the bequest money to pay off the 2016 Ford F550  SECOND Selectmen Bailey VOTE unanimous

 

Chairman Matson MOVED to have Mrs. Fox cut a check that does not exceed $93,000 from the bequest money for the Highway Department to purchase a new Trackless SECOND Selectmen Bailey VOTE unanimous

Chairman Matson MOVED to have Mrs. Fox cut a check that does not exceed $38,877.85 from the bequest money to pay off the 2016 Dodge Ram SSV Truck SECOND Selectmen Bailey VOTE unanimous

Chairman Matson MOVED to have Mrs. Fox cut a check that does not exceed $16,607.52 from the bequest money to pay off the 2014 Dodge Charger SECOND Selectmen Bailey VOTE unanimous

Chairman Matson MOVED to have Mrs. Fox cut a check for $10,000 from the bequest money for the Police Department to purchase new Vests SECOND Selectmen Bailey VOTE unanimous

Chairman Matson MOVED to have Mrs. Fox cut a check for $46,000 from the bequest money for the Library to make needed repairs to the Gay-Kimball Library SECOND Selectmen Bailey VOTE unanimous

Chairman Matson MOVED to have Mrs. Fox cut a check for $50,000 from the bequest money to the Non-Profit agency My Neighbors House SECOND Selectmen Bailey VOTE unanimous

Chairman Matson MOVED to have Mrs. Fox cut a check for $20,000 from the bequest money to the Non-Profit agency Troy PTCO and have the Troy PTCO set-up a checking account with this money and the checks will have to be signed by the Principal of the School and at least 1 Selectmen from the Town of Troy  SECOND Selectmen Bailey VOTE unanimous

Chairman Matson MOVED to have Mrs. Fox cut a check for $16,050 from the bequest money to make repairs to the Troy Common Bandstand this money will be put into a 2220 account to be held till repairs are made SECOND Selectmen Bailey VOTE unanimous

Chief Mark Huntoon, Todd Carter, Fire Department Budget – Chief Huntoon will get payroll info and come in next week.

Ambulance Budget – Chief Huntoon would like the Town to add vehicle maintenance to the line item with a budget of $750.  Chief Huntoon will come in next week with updated budget to account for paying the ambulance volunteers.

Chief Huntoon, Todd Carter – Forest Fire Suppression – Chairman Matson MOVED to recommend forest fire suppression budget to the budget committee SECOND Selectmen Bailey VOTE unanimous

Sherry Carter, Troy PTCO – The Select Board let Mrs. Carter know that they will be receiving $20,000 for the Troy PTCO committee that can be used to help with children that can’t afford to go on the class school trips and for other activities for the children.  There will need to be another checking account set up and the signers will be the principal of the school and one of the Select Board members.

Dollar General building permit signed.
