SELECT BOARD MEETING  MINUTES

TOWN OF TROY

Tuesday, September 5, 2017 6:30 p.m.

Selectmen Present:  Allan Bailey, Barbara Guelcher and Curtis Hopkins

Chairman Bailey opened the meeting at 6:31 pm.

Chairman Bailey MOVED to accept the Selectmen’s meeting minutes and Public Hearing Minutes from August 28, 2017 SECOND Selectman Hopkins VOTE unanimous

Announcements:

  • Wednesday Library Trustees Meeting 4:00 pm at the Library
  • Wednesday Planning Board Meeting 7:00 pm at the Town Hall
    Thursday Budget Committee Meeting 7:00 pm at the Town Hall
  • Saturday Fire Department Breakfast 7 am to 10 am at the Fire Department Saturday Babysitting Course at Samuel E. Paul Community Center all day

Complaints – Map 32 Lot 2A – Richmond Rd –Deadline Sept 14 – TABLED

Ridley Map 12 Lot 3 & Lot 11 – NON-PUBLIC MEETING

Forensic Audit – Allan will call the County Attorney if he doesn’t want to proceed then we may want to bring it to civil court.

2nd driveway on School St, Jason Horne – RSA 26:16 is not a violation thru the State but Mr. Horne understands it is a violation with the Town ordinance. Mr. Horne would like to know if the Public Works Director can grant a waiver for the 2nd driveway.  Chairman Bailey states that he doesn’t mind asking Mr. Dicey.  Selectman Hopkins states it should go to the zoning board.  Chairman Bailey asked Mrs. Fox if she has heard from Jody McDermott the Chairman of the Zoning Board and Mrs. Fox stated that she has not. Chairman Bailey would like Mrs. Fox to try her again and if she can’t let Selectman Hopkins know and he will be in contact with Jon Collins who is on the Zoning Board.

Fundraiser – Mrs. Fox call Mark Huntoon or Ben Drugg and see if any plans have been put in place.

Troy Redevelopment Group – TABLED             

West Hill Road Complaint – Sept 7th Deadline – TABLED

Central Square Complaint – 2nd notice sent. New deadline is October 1st

Amnesty Day deadline – TABLED till Mr. Dicey comes in tonight.

Giorgianni Trust Fund Public Hearing –October 10, 2017 @ 7:00 pm – TABLED        

Fitzwilliam Road Complaint – Copy of letter sent to property owner from the DES was read.

Review Town Ordinances – Selectwoman Guelcher met with Jon Collins and they are going to work on the ordinances and put as many together as possible. Chairman Bailey MOVED to rescind his motion to start working on the Town Ordinances SECOND Selectwoman Guelcher VOTE unanimous

William Rose, 207 Richmond Rd – Mr. Rose went over ordinances on website after talking with Selectman Hopkins. Selectman Hopkins states that it needs to go to the Zoning Board. Mr. Rose needs an extension on his 30 days. Chairman Bailey MOVED to give a 30 day extension SECOND Selectman Hopkins. Chairman Bailey now we can discuss.  Selectwoman Guelcher asked what if Mr. Rose needs more time. Chairman Bailey withdrew motion.  Mr. Rose thinks that he is a property owner and should have a plan in place.  Chairman Bailey MOVE to grant Mr. Rose a 30-day extension SECOND Selectman Hopkins VOTE unanimous  Mr. Rose noticed on website under the forms section that there is no building permit on the website. Mr. Rose has gone thru meeting minutes and recordings.  Mr. Rose has heard the complaints read on the recordings and he would like to be able to hear who is making the complaints and have them put in the meeting minutes. Chairman Bailey stated that the Select Board doesn’t like to release the person complaining in case it has to go to court.             

25 School St, Jason Horne – Mr. Horne just spoke to Mr. Dicey out in the parking lot and Mr. Dicey states that if he has met the set-backs then he is okay with the second driveway.  Selectman Hopkins stated the other issues is it is a 2nd driveway so it’s still a zoning issue because of the abutters.        

Department Heads, Mr. Dicey, Chief Ellis, Mrs. Johnson – Mrs. Johnson stated that after the budgets that Chairman Bailey went over with her today she is wondering why we are paying $1100 HR Concepts to do the job descriptions for the full-time employees. Chairman Bailey stated this is the first part then it is personnel policy.  Chief Ellis stated that he has job descriptions for the entire police department and they are reviewed every 2 years. Chairman Bailey stated that the contract was already signed with HR Concepts. The Select Board would like all of the full-time employees to fill out the questionnaire for next week and give to Mrs. Fox when they get their checks.

Mr. Dicey stated that Spencer White’s contract from 2008 stated he needed to pave the road.  Mr. Spencer is waiting on an okay from Mr. Dicey to pave to finish is subdivision. Mr. Dicey doesn’t know if there is a timeline for this contract.  Chairman Bailey MOVED to give Mr. Dicey the okay to pave SECOND Selectwoman Guelcher VOTE unanimous

Mr. Dicey wanted to get the quarterly cleaning of the Samuel E. Paul Community Center kitchen cleaned in September but the budget is already cutting it close. Mr. Dicey thinks that the Recreation Committee budget should be paying for the cleaning of the kitchen. Selectman Hopkins stated it can’t be done because of a warrant article that was passed in the past. Selectman Hopkins stated that Selectwoman Guelcher is going to present a warrant article at Town Meeting to have kitchen use fee used for the cleaning of the kitchen. Chairman Bailey asked why the custodian budget was over on the Samuel E. Paul Community Center.  Mr. Dicey stated because it was part of the recreation budget last year. Chairman Bailey stated to use the Building Maintenance & Repair line item SE-225 for the cleaning of the kitchen.

Amnesty Day – Chairman Bailey asked Mr. Dicey if it would cost $3500 to do the Amnesty Day.  Mr. Dicey stated it’s hard to say it depends on how much is brought in.  Mr. Dicey would like to do it on Friday and Saturday. Mr. Dicey asked what would be allowed to be put in the dumpsters.  Selectwoman Guelcher stated no hazardous.  Chairman Bailey MOVED to authorize Mr. Dicey and Selectwoman Guelcher to set-up Amnesty Day in October for $3500 with a list of what can and can’t be taken SECOND Selectman Hopkins VOTE unanimous

Boston Cane – Plaque approved and Mrs. Fox will go to engrave-it and get a price.

Chairman Bailey MOVED to accept the Pre-Disaster Mitigation (PDM) Grant in the amount of $6000.00 from the State of New Hampshire SECOND Selectwoman Guelcher VOTE unanimous  Chairman Bailey stated “The Town of Troy Board of Selectmen, in a majority vote, accepted the terms of the Pre-Disaster Mitigation program (PDM) as presented in the amount of $6,000.00 to update the community’s Local Hazard Mitigation Plan.  Furthermore, the Board acknowledges that the total cost of this project will be $8000.00, in which the Town will be responsible for a 25% match ($2000.00).”
