Selectmen Present: Allan Bailey and William T. Matson
Selectmen Bailey called the meeting to order at 4:07 p.m.
Selectmen Bailey MOVED to postpone approval of Selectmen’s Meeting Minutes till later in the meeting SECOND Selectmen Matson VOTE unanimous
4:08 pm Jean & Jim St. Jean from St. Jean Auctioneers – The Selectmen stated that it was time to set a date to sell the Pelto’s Barn Property at 139-161 Bigelow Hill Rd. St. Jean Auctioneers stated it will take 4 to 5 weeks to get the auction set-up. The buyer pays the premium. The auction will be on a Saturday. $20,000 published minimum.
Selectmen Matson asked St. Jean Auctioneers how they auction properties that still have things inside of them. St. Jean’s Auctioneers said that some towns clean out the buildings first while other towns sell as is.
Truck Ordinance – Selectmen Bailey gave the draft of the truck ordinance. TABLED
Lisa Nugent and Maura Kelly from Peoples United Bank – People’s United Bank offers collateralize at charge. Selectmen Matson asked how many municipalities does People’s United Bank in Keene service. Mrs. Kelly stated that they service Keene, Marlborough and Peterborough. Selectmen Matson stated that we need to see what the Town’s people say at Town Meeting before we make any changes.
Rental Housing Ordinance – TABLED
Troy Mills parking lot – Mrs. Fox received the phone number from Chief Ellis today and will call Shane’s Trucking to set-up a meeting for him to come in.
Shirley O’Dett Abatement – Selectmen Bailey would like Mrs. Fox to look up the 2004 & 2005 taxes on Mrs. O’Dett’s property. Selectmen Matson MOVED to research the time limit on abating property taxes SECOND Selectmen Bailey VOTE unanimous
Selectmen Bailey MOVED to accept Carol Matson’s property tax deferment SECOND Selectmen Matson VOTE unanimous
Courtney Davis – Mr. Davis came in to find out about the gate at the end of Mackey Rd. Selectmen Matson stated that the Select Board gave Louie Piskolti a one year license to have the gate for his livestock. Mr. Davis stated that the gate is so tight you can’t get through it. Selectmen Matson stated that we will need to have a hearing on the gate once it is time to renew the license for the gate.
Aaron Patt Abatement – Selectmen Bailey MOVED to accept the assessed value from the bank appraisal for his Mr. Patt’s property located at 223 South Main St SECOND Selectmen Matson VOTE unanimous
42 Granite St Complaint – TABLED
Bob Norton from the Recreation Committee – Mr. Norton is concerned with what he should be calling the Community Center and why can the Recreation Committee be stated as part of it. Selectmen Bailey suggests writing Troy Recreation Committee at Samuel E. Paul Community Center. Selectmen Matson suggested that the Recreation Committee ask Valerie Britton to come to a Recreation Committee meeting and discuss the Community Center.

After Town Meeting Selectmen Matson would like to go over having a vacant house registration to make some income for the town.
Selectmen Matson stated to Selectmen Bailey that per the RSA the Select Board needs to do an investment policy each year.
