SELECT BOARD MEETING  MINUTES

TOWN OF TROY

Monday, March 14, 2016 4:00 p.m.

Selectmen Present:  Barbara Guelcher, Allan Bailey and William T. Matson

Selectmen Matson called the meeting to order at 4:00 p.m.

Selectmen Matson said the first order of business is to choose who the new Chairman would be for the Select Board.

Selectmen Bailey MOVED to have Selectmen Matson be the Chairman of the Select Board SECOND Selectwoman Guelcher VOTE unanimous

Chairman Matson MOVED to make Selectmen Bailey the Vice-Chairman of the Select Board SECOND Selectwoman Guelcher VOTE unanimous

Selectmen Bailey MOVED to accept the Selectmen’s Meeting Minutes from 3/7/16 SECOND Selectwoman Guelcher VOTE unanimous

Chairman Matson MOVED to have Attorney Little represent the Town of Troy in the Beaupre case SECOND Selectmen Bailey VOTE unanimous

Gary Lang case closed by the State of NH Land Appeals

Chairman Matson MOVED to go to Primex for the Towns Property and Worker Comp Insurance for July 1, 2016 SECOND Selectwoman Guelcher VOTE unanimous

Traffic Ordinance – Selectwoman Guelcher asked why the traffic ordinance was not put into effect.  Chairman Matson stated that the problem stopped so the traffic ordinance had been tabled.

Chairman Matson stated that the Selectmen’s Meeting time should be changed.  Chairman Matson MOVED to change the Selectmen’s Meetings to start at 5:00 pm SECOND Selectmen Bailey VOTE unanimous

Selectmen Bailey MOVED to change the April 4th Selectmen’s meeting to April 5th SECOND Chairman Matson VOTE unanimous

Vacant Building Registration – Chairman Matson stated that it would allow the Town Officials to contact the building owner if need be. All the vacant buildings would need to be registered with the Town. Chairman Matson will do some more research.

Shirley O’Dett – Selectmen Bailey stated that Janet McCullough stated that we could use the dimensions of the house to get what the value is.  Mrs. Fox needs to get warrants & vision appraisals for 2004 & 2005 from upstairs.

Investment Policy – Mrs. Fox  get a copy of Fitzwilliam’s policy

Filling Vacancies – Mrs. Fox get letter to Chairs of each department about open terms and give the write ins from voting.

Gate at end of Mackey Rd – Complaints continue to come in.  The Select Board would like Chief

Ellis to come into next Monday’s meeting to discuss the gate.

School Board – Chairman Matson stated that $500,000 needs to be returned back to the towns instead of going to surplus.
