SELECT BOARD MEETING MINUTES

TOWN OF TROY

Monday, July 3, 2017 6:30 p.m.

Selectmen Present: Allan Bailey, Barbara Guelcher and Curtis Hopkins

Chairman Bailey opened the meeting at 6:33 pm.

Present: Kyle Smith, Marge Shepherdson, Ben Drugg

Chairman Bailey MOVED to accept the Selectmen’s meeting minutes from June 26, 2017 SECOND Selectwoman Hopkins VOTE unanimous

Brook St Complaint – Complaint about 40 dogs that attack people and bark all the time. Chairman Bailey states that we need to talk to Chief Ellis – TABLED

Ridley Map 12 Lot 3 & 11 – Attorney Hockensmith called Selectwoman Guelcher and stated that they were getting closer in the research of who owns the property but still have not confirmed who owner is.

Letter from Sheryl White about MRI. Selectman Hopkins will call MRI.

25 School St – 2 driveways – Need to talk with Jim Dicey – TABLED

Fundraiser for former Ambulance Personnel – Mr. B. Drugg stated that Mark Huntoon is working on this.

JLMC – Meeting July 11 at 9:00 am at the Town Hall. Chairman Bailey and Alissa Fox will be at the meeting.

Public Hearing on July 17 th at 6:45 pm at the Town Hall in regards to exhaust brake ordinance. Will be posted at Town Hall and on Website.

Dollar General – Bob Hebert and Chairman Bailey went to the Dollar General Store Friday, June 30, 2017 for a walk thru. There are a few things to tune up then the store will be up and running by the end of July.

Ben Drugg – Bequest email from DRA. Mr. B. Drugg reached out to Norm Dion on the Trustees of the Trust Funds. After the Trustees of the Trust Funds met with the Select Board they had a trustees meeting and ran into a RSA. A letter was sent to the DRA and the Charitable Trust by the Trustees of the Trust funds. Mr. B. Drugg called Charitable Trust and has not heard back from them yet.

Troy Mills / TRG – Mr. B. Drugg did some research. Registry of Deeds has on record that Troy Mills Inc signed over to Troy Redevelopment Group (TRG) by bankruptcy of Troy Mills 15 years ago. January 12, 2015 there was a non-public session with the Select Board and TRG. January 20, 2015 another meeting was held that was tabled till after Town Meeting to be able to put in an appropriation to have an appraisal done. Then the original TRG pulled out and so did Bob Hanson. The Select Board talked with Mr. Hanson and Mr. Hanson wanted the Select Board to sell for $1. May 30, 2015 Mr. Hanson was done and there was no insurance, and no security on the building after that day. December 7, 2015 Docushred was paying rent to TRG for their rental space in the building. Then TRG filed for bankruptcy. October 4, 2016 the bankruptcy closed. Mr. B. Drugg wants to speak with the former TRG members and see if any are interested in restarting TRG.

Marge Shepherdson, State Representative – HB324 tax on utility poles. Some Towns value transmission stations and have assessors do it. The State wants it to be that Eversource has this for total amount and the Town would get a certain percentage. The Town of Troy can have a percentage. The Town of Troy can make more money if switched to this way of taxing Eversource. HB324 hasn’t been passed yet. Selectwoman Guelcher asked do we have the option now to tax this way. Mrs. Shepherdson stated yes. Chairman Bailey stated that he will look into it.

Chairman Bailey stated the Trustees of the Library will meet on Wednesday, July 5, 2017.
