SELECTMEN MEETING MINUTES, TOWN OF TROY: Thursday June 18, 2020

Selectmen Present: Richard Thackston, Curtis Hopkins, Tim Byrnes

Chairman Thackston opened meeting at 7:00pm

Members of the public present: Richard HKS Thackston, Lisa Bagster, Courtney Davis, Jon Collins, Justin Jones

Public Comments: ? went before the Board for a building permit for ? School street. The Board suggested he submit a drawing for the variance he may need for his property.

Courtney Davis presented to the Board his renovations on the Railroad Depot and would like to contract an additional $1200 to do an entire new paint job. MOTION by Selectmen Hopkins, SECOND by Selectmen Byrnes VOTES 3-0-0.

Mr. Davis asked permission to work on the lower end of Quarry Road MOTION by Selectmen Hopkins, SECOND by Selectmen Byrnes VOTES 3-0-0.

Richard HKS Thackston mentioned that the following individuals were interested in being members of the Zoning Board of Adjustment. Jon Collins, Courtney Davis and Justin Jones MOTION by Selectmen Hopkins, SECOND by Selectmen Byrnes VOTES 3-0-0.

There was question about the bid acceptances and some discrepancies within them. These will be investigated. The Board also discussed the ‘Trash-out bid’ options for 83 High Street.

Department Head Reports: Troy Treasurer, Janet Mcculough(not present) supplied the Board with the year to date revenues. Revenues have never been entered into the tax software and the Board thinks that the Office Assistant should start on entering those.

Old Business: The Board reviewed the 2020 IT contract was approved MOTION by Selectmen Hopkins, SECOND by Selectmen Byrnes VOTES 3-0-0.

The Town was unable to be approved for a COVID-19 grant due to lack of response of reports from
some departments and the lack of major monetary issues from the Town due to the pandemic.

New Business:
Jon Collins of the ZBA presented to the Board the Noise Ordinance and updates for it regarding some additions that can be added to it(attached). The new proposed permit will be reviewed at next Selectmen’s meeting, July 9th, 2020.

Jon Collins of the ZBA presented to the Board a non-conforming lot on Monadnock Street.

The new building permit was approved Map 12-Lot 15 D2 MOTION by Selectmen Hopkins, SECOND by Selectmen
Byrnes VOTES 3-0-0.

A Sign permit was approved for Kevin Brostek MOTION by Selectmen Hopkins, SECOND by Selectmen Byrnes VOTES 3-0-0.

Four abatements were TABLED

A building permit for Map 19 Lot 22 was TABLED due to lack of a set of plans (drawing, etc)

Selectmen Hopkins discussed the possibility of having flashing lights at the crosswalk at the intersections at Monadnock Street and Route 12, on Mill Street and at a few locations on the Common. Grants will be applied for and Selectmen Hopkins will follow up with the Department of Transportation. Resident member, Lisa Steadman commented on Facebook and is willing to help.

Approval of 6/4/2020 Public Minutes TABLED until monetary values are submitted.

Correspondence: An email from the Town Treasurer regarding some extra funds in the Historical Society that may be used for repairs was reviewed.

Board Report: Selectmen Byrnes has announced his resignation as of the next Selectmen’s meeting
on 6/18/2020. His successor (looking for volunteers) will last out the remainder of his term.

Selectmen Hopkins updated the Board on Samuel E Paul Community Center events:
Breakfast at the Community Center, first Saturday of each month, 7am-10am, take out and eat outdoors at the Community Center

RSA 91-A:3, II(a) The Board discussed Town Employee Merit based raises. These raises dependent on Department Head document submission will be retroactive April 1, 2020. Sarah Lashua, Town Office Assistant will be reviewed August 1, 2020 for a raise and will also change her hours for meeting Thursdays for a 3:30-10:00 pm shift.
