SELECT BOARD MEETING MINUTES
TOWN OF TROY
Thursday October 3, 2019
Selectmen Present: Richard Thackston, Curtis Hopkins, Timothy Byrnes
Chairman Thackston opened meeting at 7:10pm.

Public Remarks: Chairmen Thackston followed up on a public comment made at the last Selectmen’s meeting of September 26, 2019 renovations being done in an unsafe manner, specifically lead paint chips in the parking lot at the Town Hall. NH Health and Human Services and the US Dept. of Environmental Protection both contacted the Selectmen’s Office. The US Dept. of Environmental Protection sent a safety letter stating that the Town of Troy followed federal rules.
Bids: Bids for work in the Town Hall’s Boardroom were opened and discussed. The first bid was from Michael Stohr totaling $10,098.00. The second bid was from Goulet Siding and Windows totaling $7500.00. Selectmen Hopkins abstained from the discussion and vote because one bids is from a relative of his. Selectmen Byrnes made a MOTION TO ACCEPT Goulet Siding and Windows bid. Chairmen Thackston SECOND, VOTE 2-0-0.
New Business: NH Dept of Revenue sent information regarding permanent files for the Town of Troy.
Discussion about Monadnock Regional School Districts unanticipated revenue.
Certificate for Christina Howells was submitted showing completion of her NHRA course.
Health Trust Privacy letter was submitted.
Discussion on letter from World Wide Computer Solutions regarding replacement of 6 year old Sonic Wall. Need price and this should go to the Budget Committee.
New Building Permit submitted by NH Homes, LLC for Quarry Road. Permit will expire in one year. MOTION to approve by Selectmen Hopkins, SECOND by Selectmen Byrnes, VOTES 3-0-0.
Old Business: The Recreation Dept. and Community Center would like to be exempt from the twice a month invoice payment practice that is the standard for all other Town departments. There was discussion on this. Selectmen Hopkins abstained from this vote as he is a member of the Recreation Department Committee. . Selectmen Byrnes made a MOTION accept this request. Chairmen Thackston SECOND, VOTE 2-0-0.
The Troy Historical Society let their 501C status lapse. Selectmen Thackston discussed creating a Historical Society Committee. This should be put on the Warrant as an Article and members should be voted in. Will need to discuss with the Historical Society.

Payroll 10/3/19 totaling $9225.95. MOTION to approve by Selectmen Hopkins, SECOND by Selectmen Byrnes, VOTES 3-0-0.
Accounts Payable check run of 10/3/19 totaling $9609.35, MOTION to approve by Selectmen Hopkins, SECOND by Selectmen Byrnes, VOTES 3-0-0.
Non-Public Minutes from 9/26/19, MOTION to approve by Selectmen Hopkins, SECOND by Selectmen Byrnes, VOTES 3-0-0.

A copy of the Fitzwilliam Town news was sent to the Select Board regarding a meeting on the Meadow Wood site happening on 10/7/19 at 7PM. Selectmen Thackston comment that he may attend the meeting.
Cemetery Trustees sent a letter discussing the Wreaths Across America program.
Board Members Reports: Selectmen Thackston discussed a meeting that the Select Board attended with the Monadnock Regional School District’s School Board. The first item discuss is of a Non-Public matter. Next item discussed was the Mary Lloyd Trust. The Trust balance is $52,000.00. The Selectmen requested that they receive a list of the rules for the Trust and they get notification when monies are disbursed. The also discussed getting accountability for the student the Town is being billed for. Next they asked about how District surplus is handled, the school board stated they would get that information to the Select Board. Last item discussed was a long-term plan for decreasing enrollment to the school. The enrollment graphs will be attached to the minutes.
Selectmen Hopkins brought up lighted signs interior vs. exterior. Letter will be sent to Sorrell business regarding the outdoor animated lite sign. The recreation Committee, for the month of October, is holding Roller Skating on 10/4/19, Breakfast on 10/5/19 and Fall Festival on 10/6/19. They also offer many other activities that are listed on the website. On 10/31/19, there will be a haunted house on the 2nd floor of the Town Hall Building.
Selectmen Byrnes had no comments.
