SELECT BOARD EXECUTIVE SESSION MINUTES
TOWN OF TROY
Monday, June 8, 2015 5:00 p.m.
Selectmen Present: William T. Matson and Gideon L. Nadeau, Sr
Selectmen Nadeau called the meeting to order at 5:25 p.m.
Jim Dicey – Open bids for sidewalk. $20,000.00 bid from John Syrajamaki and $27,870.00 bid from WBC Construction. Selectmen Nadeau MOVED to accept John Syrajamaki’s bid SECOND Selectmen Matson VOTE unanimous
5:30 pm – Chief Ellis: Tractor-trailer truck ordinances. The Selectmen asked if Chief Ellis could contact Herb Drugg from the Zoning Board of Adjusters and see if there is a zoning ordinance for this type of situation. Chief Ellis informed the Selectmen that there is no ordinance in our town in regards to tractor-trailer trucks. Chief Ellis wanted to give an update on the South Street property that had a complaint about unregistered vehicles. Chief Ellis went over and there are six or seven unregistered vehicles on the property. Chief Ellis has a letter that we can send to the homeowner telling him he needs to move the unregistered vehicles. Selectmen Matson MOVED to wait till the next Selectmen’s meeting before we send letter SECOND Selectmen Nadeau VOTE unanimous Chief Ellis wanted to inform that Select board on what he found out about the helmets and protective gear that pertains to the Community Center. Chief Ellis called Peterborough and Keene recreation departments and asked what their rules were at their Community Centers. Chief Ellis found out that it should not be mandatory to wear helmets and protective equipment unless you are going to have someone there at all times to oversee that in fact they have the protective equipment on. Keene and Peterborough let Chief Ellis know that it should say it is strongly encouraged to wear the protective equipment. Chief Ellis also suggested that the town join the NH Parks and Recreation Association. Selectmen Matson asked the administrative assistant to look into the membership. Chief Ellis informed the Selectmen that the lettering for the cruiser quote should be in this week.
5:45 pm – Dulcy & William Lansdon – Mr. Landson told the Selectmen that he could pay $180.00 a month towards his back property taxes at 16 Colonial Dr so that they won’t take the property. Mr. Landson stated that he could start paying next week. Selectmen Matson MOVED to consider proposal from Mr. Landson and will bet back to them within a few weeks in writing on what the decision of the Select board makes SECOND Selectmen Nadeau VOTE unanimous
5:50 pm – Joann Baxter – Ms. Baxter told the Select Board that she can make a $100.00 a month payment on the back property taxes at 25 Colonial Dr. Ms. Baxter stated that she made a lump sum payment in April 2015 for $2000.00 which were for her 2010 property taxes. Selectmen Matson MOVED to consider Ms. Baxter’s proposal and will here from the Select Board within a few weeks in writing on their decision SECOND Selectmen Nadeau VOTE unanimous
Deeded Property Letters – Selectmen Matson TABLED till next Selectmen’s meeting
June 1, 2015 Selectmen’s Meeting Minutes – Selectmen Matson TABLED till next Selectmen’s meeting. Selectmen Matson requested that the Troy Mills appraisal and also the letter from Robert Hanson about his withdrawal from the Troy Mills Property be attached the minutes.
PA-28 Form – Selectmen Matson MOVED to stop using the yearly PA-28 inventory forms SECOND Nadeau VOTE unanimous
6:15 pm – Jon Collins, Community Center – Mr. Collins went over the changes he made to the rental agreement and policy’s for the Community Center. The Select board approved the changes. Selectmen Matson MOVED to attach recreation rental to this weeks minutes SECOND Nadeau VOTE unanimous
Jon Collins – Updated on 125 Monadnock St building permit. The property is not conforming because it is less than one acre.
6:25 pm – Alan Leholta, 125 Monadnock St – Mr. Leholta isn’t sure why he was denied a building permit because the property is non conforming due to there being less than 1 acre of land. Mr. Leholta thinks that it should have been grand fathered because there was an existing home there that burned down. Selectmen Matson MOVED to have Mr. Leholta go to the Zoning Board of Adjusters to get a variance SECOND Selectmen Nadeau VOTE unanimous
Connor Skarritt Letter, Time Warner Cable – Mr. Skarritt would like permission from the Select Board to allow Time Warner Cable to come into the town and offer internet to the residence. Selectmen Matson MOVED to tell Mr. Skarritt that the Select Board will allow Time Warner Cable to come in and offer internet. Selectmen Matson stated that he would like to give Mr. Skarritt his contact info and that Selectmen Matson will help in anyway that he can SECOND Nadeau VOTE unanimous
Troy Redevelopment Group Letter – A letter was dropped off at the Selectmen’s office on June 8, 2015 by Mike Walsh. The letter was a copy of what was sent to Robert Hanson requesting that now that he has withdrew from Troy Mills that the TRG board would like to have all keys and rental information on all renters that are in the building.
Sean McGarry -letter from State that he didn’t file excavation tax for 2014. Selectmen Matson MOVED for the administrative assistant to contact Mr. McGarry and let him know that he needs to send the excavation tax form to the state SECOND Nadeau VOTE unanimous
Rhonda Sheats hours for work at Selectmen’s Office – Selectmen Matson TABLED till next week’s meeting and requested Mrs. Sheats come in.
Dwinell Rd – Selectmen Matson MOVED to deny Scott Bridge’s request at 0 Dwinell Rd as a full-time residence. MOTION didn’t carry. TABLED till next week.
