TOWN OF TROY
Monday, October 19, 2015 4:00 p.m.
Selectmen Present: Howard M. Sheats, Jr., Allan Bailey, and William T. Matson
Chairman Sheats called the meeting to order at 4:00 p.m.
Selectmen Bailey MOVED to accept Selectmen Meeting Minutes from October 13, 2015 SECOND Selectmen Matson VOTE unanimous
Selectmen Matson MOVED to lock in with Discount Oil for 9000 gallons of heating fuel for 2015 – 2016 at $1.859 a gallon with an out of route charge of $125.00, after business hours charge of $150.00, and a prime and start rate of $30.00 SECOND Selectmen Bailey VOTE unanimous
Complaint 6 Central Sq #6 – Faulty electric in building. The Select Board made a call to Mark Huntoon and asked if he would be able to go over and check out to see if there is a fire hazard because of the electric heaters that are plugged in. Mr. Huntoon is going to stop by and check it out and get back to the Selectmen’s Office on what he observed.
Library Budget – Selectmen Bailey presented the proposed Library budget. Selectmen Matson MOVED to approve the Library’s proposed budget SECOND Selectmen Bailey VOTE unanimous
4:50 Daniel Moore, Code Enforcer Position – The Select Board explained the details of the code enforcer position to Mr. Moore. Mr. Moore asked for a few days to think about the position and he will get back to Mrs. Fox. Selectmen Matson would like Mrs. Fox to look up any code enforcement training classes from NHMA and PLT.
5:00 Jim Dicey – The Selectmen wanted to verify with Mr. Dicey that there was nothing he could do to fix the bottom of Josh Ellis’s driveway. Mr. Dicey stated that he does not own the cutter the Water/Sewer Department owns it. Chairman Sheats stated that the Water/Sewer Department will not allow the use of the cutter. Mr. Dicey stated that it is not the Town’s responsibility to fix the bottom of driveways. Chairman Sheats asked Mr. Dicey if the drains and culverts were being cleaned out before winter. Mr. Dicey stated that with the cold snap that happened so quickly there is other things that need to be done in town before the culverts. Chairman Sheats stated that if the drains and culverts don’t get cleaned out before winter then there are going to be problems. Chairman Sheats asked Mr. Dicey why the only 2 highway department employees were on vacation at the same time. Mr. Dicey stated that in the past they have done it and there was never an issue so he didn’t believe there would be an issue this time. Mr. Dicey said that it was covered if the Town needed a Highway Department employee because Mike Jannti was available to run equipment. Mr. Dicey stated that if it is an issue for 2 employees to be out on vacation at the same time then it should be put into the employee policies. Selectmen Matson asked Mr. Dicey about the property on Marlborough Rd that Brad Hunter is working on, if there is enough road frontage. Mr. Dicey stated that Marlborough Rd has nothing to do with him because it is a State road. Mr. Dicey also stated that there is only a right-of-way to the lot that Mr. Hunter owns and there is actually no road frontage.
5:23 pm Kathy Marrotte, Gary Phelps, Historical Society – The Historical Society has been weatherizing the Kimball Hall windows and doors. Helping Hands is using the dining area of Kimball Hall for storage so the electric needs to stay on for the winter. On December 12th the
Historical Society is doing the Cookie Tour and to be able to participate they need to have running water. The Select Board looked over the budget and it looks like the Kimball Hall will be all set to stay open till the end of December with what was budgeted. The Select Board would like the Historical Society to work on the budget for Kimball Hall for next year. Selectmen Matson MOVED to leave Kimball Hall open till the end of December SECOND Selectmen Bailey VOTE unanimous
Selectmen Matson MOVED to have the Historical Society work with the Highway Department for removal of the crab apples trees on the common SECOND Selectmen Bailey Vote unanimous
5:45 pm Peter Bastoni, Complaint on 102 West Hill Rd – Mr. Bastoni stated that his son is living in the RV that is parked in the yard. Mr. Bastoni would like an exception for his son to be able to live in the RV for the winter. Mr. Bastoni is having shoulder surgery and he is going to need the help from his son. Mr. Bastoni’s son is on disability and he has nowhere else to live. Chairman Sheats stated that the junk that is around the RV needs to be cleaned up. Chairman Sheats MOVED to give Peter Bastoni a permit for his son to live in the RV for the next 30 days and Mr. Bastoni will come back in on November 16th to make sure that the area around the RV has been cleaned up and if it has then give another 5 month permit for his son to live in the RV SECOND Selectmen Matson VOTE unanimous
The Select Board reviewed the Selectmen’s Budget for next year. Selectmen Bailey MOVED to accept the 6 changes to the Selectmen’s Budget SECOND Selectmen Matson VOTE unanimous
Chairman Sheats informed the board that he will not be present for the next two meetings.
Selectmen Matson MOVED to adjourn at 6:43 pm SECOND Selectmen Bailey VOTE unanimous
