SELECT BOARD MEETING MINUTES 10/26/15


TOWN OF TROY

Monday, October 26, 2015 4:00 p.m.

Selectmen Present: Allan Bailey, and William T. Matson

                                                                                   

Selectmen Matson called the meeting to order at 4:00 p.m.

Selectmen Bailey MOVED to accept Selectmen Meeting Minutes from October 19, 2015 SECOND Selectmen Matson VOTE unanimous

Chairman Sheats called in to state that he supports the $125,000 or $100,000 surplus for the tax rate.

Selectmen Matson wanted to express how good it was to see the Police Chief, Fire Chief, Fire Department, Emergency Management and Highway Department all out at the Pumpkin Festival raising money.

Selectmen Matson MOVED to wait on Karl Boes building permit till Chairman Sheats returns SECOND Selectmen Bailey VOTE unanimous

5:07 pm Janet McCullough, Treasure – Tax Rate – Mrs. McCullough states that the $10,000 overlay is for abatements and repayments. Mrs. McCullough estimates all of the other rates for the State, County, School and the surplus that she came up with was $125,000. Selectmen Bailey would like to keep the surplus at the $125,000 because if we put the surplus too low then next year where will be at. Selectmen Matson asked about the past 5 years. Selectmen Bailey MOVED to accept the $125,000 surplus for the tax rate SECOND Selectmen Matson VOTE unanimous

4:20 Daniel Moore, Code Enforcer – Mr. Moore is taking the position as Code Enforcer. The Selectmen would like Mr. Moore to go take a look at 32 Brook St. to see if in fact they have turned the 2 family dwelling into a 1 family dwelling. Mr. Moore mentioned the problem at 6 Central Sq #6. Mr. Moore had seen pictures from Chief Ellis and something needs to be done. The Selectmen and Mr. Moore walked over to the property and took a look at the glass on the front door that is falling out and also all of the mess that is outside on the ground.

4:42 Skip at George E. Soucy Conference Call – Skip stated that they have done the utility appraisal for the town 2 or 3 times in the past. Selectmen Matson stated that the town lawyer had negotiated a price with PSNH for their tax rate. Skip asked how long that contract was for. Selectmen Matson would like Alissa Fox to go through the files and see what she can find in regards to this matter. Selectmen Matson told Skip that we would get back to him in a few weeks.

Selectmen Matson MOVED to have Tyson Williams do the repairs at Kimball Hall that were caused from the water damage SECOND Selectmen Bailey VOTE unanimous

Health Trust insurance renewal for 2016 came in. There has been a 3% increase in the insurance.

The Selectmen went over the correspondence from Attorney Little on the Beaupre case.

Mrs. Fox asked the Selectmen about if we should have insurance on the Lloyd and Quigley property now that the town has taken the deeds. Selectmen Matson stated that we should have at least liability insurance on Lloyd. The Selectmen need to decide what is going to be done with the properties.

Mark Huntoon called in to let the Selectmen know that he stopped at 6 Central Sq #6 to check on electric issue and no one answered the door.

The Selectmen would like the Fire Department, Highway Department, Transfer Station, Town Clerk, and Cemetery Department to come in next week to go over their budgets.

The Selectmen will have the Police Department and all of the smaller departments to come in on November 9th to go over their budgets.

PSNH needs to upgrade Widow Gage Rd off of Richmond Rd in order to get to the power lines to do their upgrades. Widow Gage Rd is a Class VI road. Selectmen Matson MOVED to give PSNH permission to upgrade Widow Gage Rd for their use to upgrade the power lines SECOND Selectmen Bailey VOTE unanimous
