SELECT BOARD MEETING MINUTES
TOWN OF TROY
Monday, November 30, 2015 4:00 p.m.
Selectmen Present: Howard M. Sheats, Jr. Allan Bailey, and William T. Matson
Chairman Sheats called the meeting to order at 4:01 p.m.

4:05 pm Rhonda Sheats and Justin Frazier from the Water / Sewer Department – Mrs. Sheats explained the budget for next year. Mrs. Sheats stated that she can only expend what comes in to the department. Selectmen Matson asked if there were any warrant articles that were going to be submitted. Mrs. Sheats stated that there will be no warrants. Selectmen Bailey doesn’t see a reason for the Water / Sewer Department to have to go before the Budget Committee he will pass the budget along to them and if there are any concerns then they will have to come in to see the Budget Committee.
Select Board reviewed Gary Lang’s property files for next week’s meeting.
Selectmen Matson will stop in during the week and put Gideon Nadeau’s memorial flag box together.
Selectmen Matson stated that Jim Dicey brought to his attention that the Fish property needs to be winterized but to do that the property needs to be broken into. Chairman Sheats asked if maybe the water department could help with the draining of the lines. Selectmen Matson MOVED to have Chairman Sheats speak to the Water / Sewer Department and see if they can help drain the lines at the Fish Property SECOND Selectmen Bailey VOTE unanimous
4:14 pm Conservation Committee; Marianne Salcetti, Marty Barry, Sheila Ames, Melvin Pierce, Warren Davis – Mr. Barry figured the costs of the pipeline being installed by Kinder Morgan for training and emergency equipment, etc. Mr. Barry thinks that Kinder Morgan should have to pay for these costs. Mrs. Salcetti explained what the NH Municipal Pipeline Coalition has been working on. Mr. Davis updated Selectmen Bailey on the lawyers fee’s that the Town paid for this year and what the other towns that are in the coalition are paying. Mrs. Salcetti spoke about lawyer fees for next year. Mrs. Salcetti passed out the budget for the lawyer’s fees for next year and the Conservation Commission has $1400 left in their budget for this year so they are going to pre-pay for some of the $13000 that is quoted for next year. Mrs. Salcetti explained that the $3000 in the legal line item is to also go to the lawyer for the Pipeline Coalition. Selectmen Matson recommended that the Conservation Committee put in a warrant for $5000 for next year for lawyer fees and the Selectmen will be the $3600 that will be the balance. Mrs. Salcetti asked if we could have the Selectmen prepay from this year’s budget. Selectmen Bailey MOVED to pay the balance up to $11,600 to fund the Coalition Lawyer SECOND Selectmen Matson VOTE 2 yes 1 oppose The Select Board and Conservation Committee continued to go over the budget and finalized it at $2200. Selectmen Matson MOVED to accept the $2200 Conservation Committee budget SECOND Selectmen Bailey VOTE unanimous Selectmen Bailey asked that when they have a Conservation Committee meeting that they need to be posting it for the public per the RSA. Selectmen Bailey also let them know that they should send the meeting minutes into the Town Clerks office to keep on file.
Rental Housing Ordinance – Selectmen Bailey looked up the RSA to see if a public meeting needed to be held to adopt this ordinance and there does not need to be a public meeting. The Select Board went over some of the changes to the Ordinance and Selectmen Bailey will make the necessary changes and bring the 2nd draft to the Selectmen’s Meeting next week. Selectmen Bailey MOVED to have himself make the changes to the ordinance SECOND Selectmen Matson VOTE unanimous
5:23 pm Dan Moore – Mr. Moore gave an update on the daycare application from Monica DiSliva at 177 South Main St. Mr. Moore states that the basement needs to be cleaned out and have it look like a daycare before he can inspect it fully and sign off for the state. Mr. Moore stated to Mrs. DaSliva what needed to be done at the residence. The Select Board would like Mr. Moore to write a letter stating exactly what needs to be done.
Roy Bros., Oil Audit – Selectmen Matson MOVED to accept Alissa Fox’s report and take no further action on the audit SECOND Selectmen Bailey VOTE unanimous
Sick Time being transferred to other employees – Table for next week
The Select Board went over the increase to the Health Insurance
