SELECT BOARD MEETING MINUTES

TOWN OF TROY

Monday, December 7, 2015 4:00 p.m.

Selectmen Present: Howard M. Sheats, Jr. Allan Bailey, and William T. Matson

                                                                                                                       

Chairman Sheats called the meeting to order at 4:02 p.m.

Selectmen Bailey MOVED to accept Selectmen Meeting Minutes from November 30, 2015 SECOND Chairman Sheats VOTE unanimous

4:04 pm Gary Lang of 70 Kennedy Dr., Keene, NH – Appeal of Property Taxes. Mr. Lang is stating that tax map 33 is incorrect. The property lines are not correct. Mr. Lang’s property is on high ground when in fact it is in swamp land. Mr. Lang gave the Select Board his map of 33/23 in 12 range for Cartographics to use to fix the property map. The Select Board would like Alissa Fox to call Cartographics to have them come in to look at map 33 with Mr. Lang.

Rental Ordinance – Selectmen Bailey showed his changes to the rental ordinance. Selectmen Bailey read the RSA again and the ordinance needs to be brought to a public hearing. Selectmen Bailey will call NHMA about the RSA to clarify. Selectmen Bailey MOVED to table the Rental Ordinance until next week’s meeting SECOND Chairman Sheats VOTE unanimous

Chairman Sheats stated that he spoke with the Water / Sewer Department and they will help Jim Dicey winterize the Fish property at 139 Bigelow Hill Rd.

Petition to TD Bank – The Select Board received a petition from residents of Troy and Fitzwilliam that they would like the TD Bank to stay open. Chairman Sheats MOVED to have Selectmen Bailey write the letter to TD Bank in regards to the petition SECOND Selectmen Matson VOTE unanimous

Selectmen Bailey shared his concerns with the Select Board in regards to the budget meeting. Selectmen Bailey stated that the pay raise should be across the board. Selectmen Bailey MOVED to give a cost of living pay raise to the employees that they have control over and inform the department heads that determine their own pay rates of the 2% cost of living pay raise SECOND Chairman Sheats VOTE unanimous Selectmen Bailey MOVED to make a pay raise across the board of 2% SECOND Chairman Sheats VOTE unanimous Selectmen Matson wanted to discuss the Selectmen’s salary. Selectmen Matson MOVED to include the 2% pay raise increase to the Selectmen’s salary moving it up to $3750 a year SECOND Chairman Sheats VOTE unanimous

Selectmen Bailey stated that the assessing fees on the Selectmen’s Budget were high. Selectmen Matson MOVED to have Mrs. Fox call KRT about the charges for the year SECOND Chairman Sheats VOTE unanimous

Selectmen Bailey asked Mrs. Fox to make the 2% adjustment to the budgets and give to him for Thursday’s meeting

Selectmen Bailey asked Mrs. Fox to call the Fire Department, Ambulance, and Transfer Station to set-up meetings with the budget committee. Selectmen Bailey will call the Troy Festival Committee and Historical Society

Chairman Sheats asked Mrs. Fox to get in contact with Chief Ellis and see where he stands with the unpaid invoices from 2014 for Special Duty and have an update for next week’s meeting.

Chairman Sheats MOVED to see if Chief Ellis can get Superintendent Van Winkler from the Cheshire House of Corrections to have an inmate come clean up the outside of 6 Central Sq and have Jim Dicey bring the dump truck up to put all of the trash in SECOND Selectmen Bailey VOTE unanimous

Selectmen Bailey MOVED to adjourn at 5:45 pm SECOND Chairman Sheats VOTE unanimous
