TOWN OF TROY

Selectmen Present: Allan Bailey and William T. Matson
Selectmen Bailey called the meeting to order at 4:01 p.m.
Selectmen Bailey MOVED to accept Selectmen Meeting Minutes from December 21, 2015 SECOND Selectmen Matson VOTE unanimous
Present: Janet McCullough, Marcy Johnson
4:10 pm Keith Pike from TD Bank – Mr. Pike came in to talk about what are the next steps for being prepared for January 29, 2016 when the local TD Bank will close. Mr. Pike stated that he will start getting the e-treasury up and running for Mrs. Fox and Mrs. McCullough and once set-up will have a training class. Mr. Pike will get keys for the deposit drop box. Mr. Pike will also get the direct deposit form over to Mrs. Fox to hand out to employees.
4:35 pm Dave Ellis, Winter Parking Ban – Chief Ellis would like to revise the winter parking ordinance so that there are no cars parked on the streets during the winter season. The previous ordinance was only for during a storm instead of during the winter months. The Select Board TABLED till next week’s meeting. Chief Ellis also let the Select Board know that the rug in the Police Department needs to be replaced and also they are in need of a new outside door. The Select Board told Chief Ellis to get some quotes and do a warrant article. Chief Ellis informed the board that the Expedition is ready to go and will list it for sale on Craigslist and also make a for sale sign to put in the window of the vehicle. Chief Ellis let the Select Board know that he will be writing a warrant for the new truck for the Police Dept. Chief Ellis also brought up the importance of having an AED machine at the Town Hall and also at the Recreation Center. The Select Board told Chief Ellis to get the pricing together and do a warrant for the machines. Chief Ellis informed the Board of his homeland security training he will be attending at the end of the month that is being paid for by homeland security.
5:01 Janet McCullough, Trustees of the Trust Funds – Mrs. McCullough wanted to inform the Select Board that the Trustees of the Trust Funds are not getting papers back to Ed Oakes so she isn’t able to record any money coming in for perpetual care.
5:05 pm John Satas, Timber Cut – Mr. Satas is performing a timber cut on his property Map 28 Lots 2A & 2B. The Select Board approved the intent to cut.
Elderly Tax Credits – Selectmen Bailey is still working on the Elderly Tax Credit. Selectmen Matson stated that once it is finished it needs to be sent to the lawyer for approval. TABLED till January 18, 2016.
Letter from Recreation Committee – The Recreation Committee dropped off a letter addressed to the Selectmen recommending Robert Norton for the Recreation Director position. Selectmen Matson MOVED to make Robert Norton the new Recreation Director SECOND Selectmen Bailey VOTE unanimous
Mark Huntoon, Fire Chief – Mr. Huntoon dropped an invoice off for the Select Board to review that is being sent to Liberty Utilities for the hours the fire department spend in Keene on December 19, 2015 for the gas leak. Selectmen Matson MOVED to accept the invoice being sent to Liberty Utilities SECOND Selectmen Bailey VOTE unanimous
Selectmen Matson MOVED to pay $35.00 for the membership to the NH Health Officers Association SECOND Selectmen Bailey VOTE unanimous
Selectmen Matson MOVED to have Mrs. Fox write up a warrant article for the purchase of a new furnace for the Kimball Hall SECOND Selectmen Bailey VOTE unanimous
5:36 pm Warren Davis, Marty Barry, Marianne Salcetti, Sheila Ames, Conservation Committee – Ms. Salcetti gave the Select Board a copy of the Motion to Intervene letter in regards to the pipeline. The Committee gave a quick update on new information on the pipeline. Selectmen Bailey MOVED to file Motion to Intervene SECOND Selectmen Matson VOTE unanimous
Dog Bite letter from Keene Health Officer – The Select Board would like Mrs. Fox to check with the Town Clerk to see if the dog is up to date on his rabies shot and also his dog license. Then write a follow up letter to the parents of the child who was bit.
Selectmen Matson MOVED to Thank Mrs. Fox and Pastor Clark in helping the family the night before New Year’s Eve that would be homeless as of January 1, 2016 SECOND Selectmen Bailey VOTE unanimous
