Chairman Thackston opened meeting at 6:00PM.

Public Comments: Richard Wright, Kathy Marrotte, and Lynn Smith of the Troy Historical Society would like the Select Board to write a letter to state they are accepting ownership of the Cobbler Shop so the Historical Society can apply for a grant to have it moved MOTION Selectmen Hopkins SECOND Selectmen Byrnes VOTE 3-0-0

New Business: Steve Jackson the CEO of the Jaffrey Theater presented a proposal for the new theater being built and did a year in review presentation.
Selectmen Hopkins reviewed Planning Board announcements with the Board:
The Planning Board asked that Troy Redevelopment update them on Troy Mills and what kind of manufacturing will be allowed there, if any as is would need site plan review.
The Planning Board would also like to the the Town to hire someone with experience in grant writing. Administrative Assistant to speak with Police Office Gary Phillips to see if he is interested.
The Planning Board will review the Solar Ordinance and the Earth Excavation Ordinance.
The question arose whether the Town could apply tax to free standing Solar Ordinances. Administrative Assistant to determine by contacting the Department of Revenue.
The Planning Board is concerned that if a business does go into Troy Mills it will put a strain on the Town’s broadband.
The Selectboard nominated three members to the Heritage Commission as there are none.

The Board discussed the current building permit and fees. They would like to see a spreadsheet of
surrounding towns to address the Town’s current fees. The Board reviewed some of the fees from
other towns. Chair Thackston read in detail the Town of Winchester’s Building permit.
The House Numbering Ordinance was discussed by Chair Thackston who recently discussed the safety issue of not having specific numbers with the Fire Chief, Mark Huntoon. Selectmen Byrnes expressed concern over the public participation with this. TABLED

The Selectboard would like the Administrative Assistant to organize and set up a meeting for the Capital Improvements Committee and the Board nominates Ben Drugg, Ed Atkins, Curtis Hopkins, Richard Thackston III. and Timothy Burns MOTION Selectmen Hopkins SECOND Selectmen Byrnes VOTE 3-0-0
Chair Thackston read the report from the Department of Revenue regarding sampling reviews of Veteran Credits, Elderly Exemptions and Current use.
Chair Thackston read a letter from the Insurance Service Offices regarding insurance rates and the lack of a Building and Code Enforcement Officer in Troy. Chair Thackston asked that Administrative Assistant follow up with this.
Selectmen Hopkins announced the following events:

BYOB Dance at the Samuel E Paul Community Center May 18th 7:00-10:00PM
Fireworks celebrating Independence Day will be held at the Samuel E Paul Community Center on July 6th, 2019. There will be live music and concessions.
Chair Thackston would like Administrative Assistant to set up a Town Administrator Hiring Committee meeting April 25th, 2019 at 6:00PM. And would like all applicants to also fill out Town resume.
