SELECT BOARD MEETING MINUTES
TOWN OF TROY
Monday, June 29, 2015 5:00 p.m.
Selectmen Present: Howard M. Sheats, Jr., Gideon L. Nadeau, Sr and William T. Matson
Chairman Sheats called the meeting to order at 5:03 p.m.
Jim Dicey – Sand Bids – No bids came in. Mr. Dicey will just have to buy the sand at cost.
Jim Dicey – Subdivide his property – Can it be used as commercial through a special exception if he subdivides his property and sells it to someone. Selectmen Matson stated that theoretically there should be no problem there is enough examples in town of the same situation.

Electrical Work on Pavilion at Sand Dam – TABLED for next week’s Selectmen’s minutes.
5:22 pm George Fish – The Selectmen asked Mr. Fish about his unpaid property taxes on 166 Bigelow Hill Rd for the year 2012. Mr. Fish stated he would come in to pay $5000 on Tuesday, June 30, 2015. That will clear up 2012 and be able to apply some to 2013.
5:45 pm Wilson & Rachel Adair – The Selectmen asked how much of a payment plan that they could afford to pay their 2012 property taxes for 241 Monadnock St. Ms. Adair stated that she could pay $25 a week. Selectmen Matson MOVED to accept $25 a week SECOND Chairman Sheats for discussion. Selectmen Nadeau states his concern that if Ms. Adair does not follow through with the payment plan then Mr. Adair will then be responsible for the payment plan. Selectmen Nadeau asked Mr. Wilson if he would be able to then afford the $25 his daughter could not pay it. Mr. Adair said he would have to. The agreement was made to pay $25 a week.
The Selectmen discussed the William and Dulcy Lansdon property taxes before their arrival for the meeting. Selectmen Matson MOVED to ask the Lansdon’s to pay $25 a month and the Town will not take their property. SECOND Selectmen Nadeau VOTE unanimous
6:08 pm William & Dulcy Lansdon – The agreement was made that the Lansdon’s would pay $25 a week towards their property taxes at 16 Colonial Dr.
6:17 pm Joann Baxter – The Select Board asked Mrs. Baxter if she could pay $25 a week towards her property taxes on 25 Colonial Dr. She said that she could do that. Selectmen Matson MOVED to accept $25 a week towards Mrs. Baxter’s property taxes SECOND Selectmen Nadeau VOTE unanimous
The Selectmen received an anonymous letter complaining about parking within in the Town. Selectmen Nadeau MOVED to have Chief Ellis start ticketing for the parking ordinance throughout town SECOND Selectmen Matson VOTE unanimous The Selectmen request a directive be wrote up to give to Chief Ellis and also have him come in on July 6, 2015 to the Selectmen’s Meeting and report any violations that have been issued within the last week.
Complaint from Kelsey Chabot on 18 Mill St – Complaint that the Landlord has a 5th apartment on back side of the building and the electricity to that apartment is connected to her apartment. The Selectmen asked for Jon Collins to take a look at it and to also call Herb Drugg to find out if there was an exception given for the 5th apartment.
Dog Licenses – The Town Clerk passed along the list of residents that have not licensed their dogs. The Selectmen stated it was okay to send out a letter to the residents and to have George Fish the animal control officer to deliver the letters and get signatures stating that the resident received the letter. Any letters that Mr. Fish can’t deliver give to the police department to deliver.
6:50 pm Rebecca & Sam Norway – They would like to add a detached garage with an apartment above it on their property. The Select Board stated that they would need to go to the Zoning Board of Adjusters to get a special exception.
Inmate Lunches – The administrative assistant stated there was no money allocated to the line item on the budget for the inmate lunches. Chairman Sheats stated to use line item 1-4130-558 Meal Reimbursement.
Ronda Fish, Pelto’s Barn Property – The Select Board wants the letter send to Mrs. Fish giving her the 90 day notice to repurchase the property.
NFPA 101 – After reading the suggestions from Jon Collins Selectmen Matson MOVED to adopt Mr. Collins recommendations SECOND Selectmen Sheats VOTE unanimous
