SELECT BOARD MEETING MINUTES
TOWN OF TROY
Monday, April 10, 2017 6:30 p.m.
Selectmen Present: Allan Bailey, Barbara Guelcher and Curtis Hopkins

Chairman Bailey called the meeting to order at 6:30 p.m.
Present: Adam Dubriske, Gary Lang, Mike Cummings, Marcia Nadeau, Norman Whitney, Adam Hopkins, Joel Thompson
Joel Thompson – Mr. Thompson would like to know what is being doing about the complaint he and his wife had made against Gary Lang (Map 32 Lot 2A) and all of his junk that has been collected over the years. Selectwoman Guelcher stated that an ordinance is being put in place to take care of complaints like this. Once the ordinance is complete a public hearing will be posted.
Mr. Lang asked what he would be allowed to keep, like his farm equipment. Mr. Thompson stated he doesn’t care about the farm equipment his biggest concern is the cracked batteries, oil buckets, old engines with all of the oil running out into the ground and down into the well that is on his land that Mr. Lang’s brother gets his drinking water from.
Gary Lang – Mr. Lang is here in regards to a complaint that was made on him by the A-Frame on Dwinell Rd. Select Board asked Alissa Fox if a complaint had come in on that property. Mrs. Fox stated no. Mr. Lang stated then he didn’t need his appointment.
Chairman Bailey MOVED to sign Attorney Hockensmith’s hourly agreement for the research of Map 12 Lot 3 & 11 SECOND Selectwoman Guelcher VOTE unanimous
Joseph Labrake – Ordinance on jake brakes. Mrs. Fox gave Chairman Bailey the information from previous ordinance on jake brakes. Chairman Bailey explained that it can’t be enforced unless there are signs posted at the ends of Town stating the use of jake brakes. The State can post the signs but the Town has to take liability if something happens. Chairman Bailey will send an email to NHMA on this and check what their suggestion is.
Property Tax deeded list for June 7 th – reviewed
Letter from Marcy Johnson, Town Clerk/Tax Collector – Increasing Ralph Heald’s (deputy tax collector) hours to 15 hours a week.
Chairman Bailey MOVED to issue Marty Decatur a check for $800 for the fishing derby out of the recreation committees budget SECOND Selectmen Hopkins VOTE unanimous
Fairpoint Energy Contract – Fairpoint Energy offers a lower service rate .0899 and Eversource is currently charging .1189. Chairman Bailey would like Mrs. Fox to call Eversource and see if they can offer a lower rate.
Letter from McLane (Map 15 Lot 1) – Wants to know if the property can be used for recreation uses such as camping, hunting, riding atv’s. Selectmen Hopkins will research.
CCVT – Letter thanking for the Town’s donation. Chairman Bailey would like Mrs. Fox to let them know to submit their donation requests in September for next year’s budget.
Town Treasurer Note – reviewed
Quarry Rd Auction – Brad Hunter purchased both pieces of property and has till May 23, 2017 to close on the property. Selectwoman Guelcher called St. Jean Auctioneers and asked them to send out a letter 2 weeks prior to the closing date reminding Mr. Hunter of the closing date.
68 West Hill Complaint, Zoning Violation – No Response
Nuisance Ordinance – Selectwoman Guelcher read the proposed ordinance. The Select Board discussed – TABLED
Letter from Lisa Steadman about Water Testing at 6 High St. Mrs. Steadman stated that she contacted the Water/Sewer Department and there was some flushing being done during the period when Mrs. Steadman collected the sample. Mrs. Steadman had it retested and it seems that the levels have gone down.
Lisa Steadman, Adam Hopkins – Aces 93 Program – Mrs. Steadman stated that Darlene Ayotte the head of the Aces 93 program is working on getting a grant to continue the program. The Select Board asked what if the grant does not go thru. Mrs. Steadman stated that the rates that the parents pay for their children to attend will have to be raised. Mr. Hopkins gave a sheet to the Select Board that Mrs. Ayotte provided with a breakdown of the Aces 93 program at Troy School. Mrs. Steadman thinks that the parents that can afford to pay should pay and that the parents who can’t afford it then the Town should help. Mr. Hopkins stated that Mrs. Ayotte will be meeting with the parents of Troy on April 27, 2017. Mrs. Steadman stated that the results from the grant should be in on May 5, 2017. Chairman Bailey asked if it has been looked out to have this program contracted out. The Select Board asked Mrs. Steadman and Mr. Hopkins if after the meeting they can update the Board. Mrs. Steadman also stated there was no update as of yet on Bill 193.

Prospect St Building – Mr. Dicey stated that the roof on that building has been repaired once by A.L. Johnson. Mr. Dicey stated that we should do a Warrant Article next year to fix the roof.
Granite St Turnaround – Chairman Bailey explained the options of what we can do about the turn around at the end of Granite St. Chairman Bailey would like Mrs. Fox to get ahold of the Nalen’s and see if they can come in to speak with Mr. Dicey and the Select Board.
Town Hall – Pipe is under the building leaking when the water was shut off it was shut off at the furnace and not at the shut off located under parking lot.
Joel Thompson suggested that the fine for the nuisance ordinance be a progressive fine.
91 North Main St – Chairman Bailey will draft up a letter and send it. Mrs. Fox need to get names and address of new owners.
Mike Wilbur building inspector from Marlborough –Chairman Bailey MOVED to hire Mike Wilbur as building inspector part-time on call for $35/hr SECOND Selectwoman Guelcher VOTE unanimous
The Select Board would like Mrs. Fox to get the price per square foot that Marlborough charges for building permits.
