Chairman Bailey called the meeting to order at 6:30 p.m.
Present: Marcia Nadeau, Adam Dubriske, Ben Drugg, Norman Whitney

91 N. Main St Letter about Cottage – Letter was returned undeliverable
Map 20 Lot 28, Joel Thompson – Real Estate agent came in and stated that the map shows a big body of water on the property that has since been filled in and now is a stream. Real Estate agent would like to know if the map could be looked at and corrected. Chairman Bailey MOVED to have CAI fix the map to reflect the stream SECOND Selectwoman Guelcher VOTE unanimous
Complaints Map 32 Lot 2A Richmond Rd – Waiting on nuisance ordinance – TABLED
Ridley Map 12 Lot 3 & Lot 11 – Waiting on Attorney Hockensmith – TABLED
58 West Hill Complaint, Zoning Violation – May 4 th is 30 day deadline – Mr. Dubriske asked what will be done after the deadline. Chairman Bailey stated that they would ask Mr. Dubriske how he wanted to proceed. Selectwoman Guelcher read the nuisance ordinance that will be put into place when completed. Mr. Dubriske stated that the Select Board should have sent a cease and desist order and then bring the property owner to court. Mr. Dubriske stated that four more goats have been brought in and a new fence has been put up. Selectwoman Guelcher asked if the new fence was on Mr. Dubriske’s property. Mr. Dubriske stated no but pretty close. Chairman Bailey stated that he will contact NHMA to find out how to proceed after the deadline is reached -TABLED
Building Inspector – Chairman Bailey heard back from NHMA and they stated to continue as we have been. Chairman Bailey stated that we will have to continue to research and if there is an issue send it to the planning board. Chairman Bailey will put together the warrant for next year’s town meeting.
Troy Mills Update – Selectmen Hopkins stated that he has no new information.
Nuisance Ordinance – Selectwoman Guelcher doesn’t want to set a date for the public hearing because she is waiting for the NHMA to get back to her. Selectwoman Guelcher stated that Dick Thackston got back to her and stated that a property’s value is diminished 10% for diminution of property. Selectwoman Guelcher spoke with the NH Health and Human services and was told that there is a lot of diseases that exist that can come from trash and such in people’s yard. – TABLED
Joseph Labrake, Jake brakes – Chairman Bailey heard back from NHMA and was told that it should be a town wide ordinance and not just Route 12. NHMA also advised not to take liability off of the State if the Town was to post Route 12 with the no use of jake brakes.
Job descriptions – Selectmen Hopkins is compiling the information.
Forensic Audit – Chairman Bailey mentioned the ad in last week’s Keene Sentinel about the auditor’s report. Chairman Bailey asked Selectwoman Guelcher to look over the report and see what else needed to be fixed that the auditors found. Mrs. Nadeau read a letter that she wrote to Megan Foley at the Keene Sentinel in regards to the article. Mrs. Nadeau feels that the article was a character assignation on Janet McCullough. Mrs. Nadeau thinks that the information came out of the Selectmen’s Office that Megan Foley used for her article. Chairman Bailey stated that Megan Foley had this information for some time and that the information was not given out of the Selectmen’s Office. Chairman Bailey stated it is all public knowledge and Megan Foley called him two times with questions. Selectwoman Guelcher stated that the information was not given out of the Selectmen’s Office. Chairman Bailey feels that the article was not against anyone and that it was an article telling how small towns have a hard time with oversight. Mr. Drugg asked if anyone had reached out to Mrs. McCullough. Selectwoman Guelcher stated that she has spoken with Mrs. McCullough and that she was not upset. Selectmen Hopkins asked if Megan Foley usually reaches out to the Board. Chairman Bailey stated that she has reached out to him a few times on different occasions. Selectwoman Guelcher stated that we don’t reach out to Megan Foley. Selectmen Hopkins wants to know if when a news reporter calls one of the board members is that member speaking for the whole board or as their own personal opinion. Chairman Bailey states that 1 board member can never speak for the whole board.
Andrew Mitchell of 135 South St – Chairman Bailey stated that he had to get more information. Selectmen Hopkins asked how far back do you want to go. Chairman Bailey stated 10 years. -TABLED
Jane Santerz from the CDC – Selectmen Curtis states that Mrs. Santerz would like to come in and speak to the Select Board about making the SEP Community Center area no smoking. Mrs. Santerz will be on May 1, 2017 at 7:30 pm.

Ben Drugg – Mr. Drugg is coming in to do a follow up on the last meeting he attended on April 4, 2017. Mr. Drugg would like to know if anything has been discussed on the administrative assistant’s salary. Chairman Bailey stated that it has been discussed and that research is still being done. Mr. Drugg would like to know if a day has been set-up for volunteers to come work on the gazebo stairs. Selectwoman Guelcher states that there has been 2 individuals that have volunteered to pay for the materials and labor to complete the stairs and are not sure at this time if we will need volunteers or not. Selectwoman Guelcher stated since these individuals are paying that they will chose who does the stairs. Mr. Drugg would like to know when the recordings of the Selectmen’s meetings will be up on the website. Chairman Bailey is working on getting them up on the website the YouTube account has been set-up. When Linda comes back Chairman Bailey states that he will set-up a meeting with her to go over getting the minutes up on the site.
Selectwoman Guelcher asked if the non-public meeting minutes have been edited off of the recordings of the public Selectmen’s meeting minutes. Chairman Bailey stated that the non-public minutes have been taken off the recordings.
Mr. Drugg wanted to ask the Select Board about moving the meetings to a bigger room. Chairman Bailey stated that right now the meetings are not that crowded. Chairman Bailey stated that when we get to crowded we can move to the planning board room and if that is not big enough we can move to the hallway. Mr. Drugg wants to know if the Select Board would consider moving it now. Chairman Bailey stated that it isn’t that crowded yet.
Mr. Drugg would like to know what is the cut off time to be put on the agenda. Mr. Drugg thinks that the agenda should be shut off on Thursday and get all info before then. Chairman Bailey stated that he really does not want to do that because what if someone calls in on a Monday morning to be put on the agenda. Mr. Drugg stated that people like him would like the agenda ahead of time to know if they want to attend the meeting. Mr. Drugg asked the Select Board if they minded if he looked for citizens that would want to work on the big ticket items that have been discussed to work on in the future. Chairman Bailey stated yes that would be great.
Mrs. Nadeau stated that Marcia Press should be contacted to work on some of the school items.
Rhonda Sheats, Joint Loss Management Committee – Primex offers discounts on insurance if there is a JLMC Committee within the Town. Mrs. Sheats will head up the committee but she needs at least 4 department heads. Chairman Bailey stated he was okay with Mrs. Sheats heading up the committee. Mrs. Sheats suggests that each department head work on a safety manual for their department and then give to Mrs. Fox to compile into one. Selectwoman Guelcher asked how much it would save on insurance. Mrs. Sheats stated that it would save 2.5% once all 5 items that are required are done. Chairman Bailey MOVED to pursue the JLMC with Mrs. Sheats as the Chairman of the Committee SECOND Selectmen Hopkins VOTE unanimous
Granite St – Selectmen Hopkins spoke with Douglas Rouleau about the snow plowing on Granite St. Mr. Rouleau stated that all the snow is pushed to the right side of Granite St. Selectmen Hopkins wants to know why the Granite St sidewalk is never plowed. Chairman Bailey stated that it has always been like that. Selectmen Hopkins wants to make sure that every sidewalk in Town is plowed – TABLED
Selectmen Hopkins stated that the Planning Board doesn’t know anything that Mr. Dicey has planned in Town and they should be informed. Selectwoman Guelcher stated that when Mr. Dicey has a project that he is going to be doing he comes to the Select Board to let them know.
Norm Whitney – Mr. Whitney would like interest on the property taxes that he paid on time up till he received the refund check for the correction of the value of his property. Chairman Bailey stated that he will look into the interest and ask NHMA to see if the Town can legally do this.
