Chairman Bailey opened the meeting at 6:30 pm.

Chairman Bailey MOVED to accept the Selectmen’s meeting minutes from August 14, 2017 SECOND Selectman Hopkins VOTE unanimous
Complaints – Map 32 Lot 2A – Richmond Rd –Deadline Sept 14 – TABLED
Ridley Map 12 Lot 3 & Lot 11 –Ed Ridley proposal – DEFERRED
Job Descriptions – TABLED
Forensic Audit – See Report from Graham & Graham – Mr. Graham found 11,514.36 in funds from the Town that paid for items of Cindy Satas. The recommendation from Mr. Graham is to turn paperwork over to the county attorney. Chairman Bailey MOVED to forward the Forensic Audit paperwork over to the County Attorney SECOND Selectwoman Guelcher VOTE unanimous
2nd driveway on School St – Jim Dicey denied permit
Fundraiser – Mark will call Ben Drugg to put it together – TABLED

West Hill Road Complaint – Sept 7th Deadline – TABLED
Central Square Complaint – Deadline August 24th – Chairman Bailey asked Mrs. Fox to send a second notice out certified mail and cross out the old date put the new date and write on the letter 2nd notice.
Amnesty Day deadline – decide next week
Giorgianni Trust Fund Public Hearing – Change to October 10, 2017 @ 7:00 pm instead of September 28th to get it put in the Troy Town News. Instead of the Select Board meeting that night it will be replaced with the Public Hearing.
Fitzwilliam Road Complaint – Dick DeSeves form the NH-DES last day is Thursday he isn’t sure on who will be taking his place. Mr. DeSeves will send a letter out certified to the property owner and also send the Select Board a copy.
Review Town Ordinances – TABLED
Paula Matthews from HR Concepts – Mrs. Matthews has a questionnaire that can be handed out to the employees to fill out. Once she gets these questionnaires back she then will compile a job description for each employee. The charge is $170 an hour and for each job description she would bill ¾ of an hour. Selectwoman Guelcher asked if this would include pay scales. Mrs. Matthews stated that no it does not but can for an additional cost. Chairman Bailey MOVED to hire HR Concepts to perform the job descriptions for the 9 full-time employees SECOND Selectman Hopkins VOTE unanimous Mrs. Fox will hand out questionnaire with paychecks on Tuesday.
Jon Collins, Zoning Ordinances – Mr. Collins thinks there should be one ordinance that covers all building permit issues. Mr. Collins went over the State of NH rules for electricians and plumbers. Mr. Collins talked about setting up a committee to work on these ordinances. Chairman Bailey MOVED to form a construction ordinance committee to take all existing ordinances and write the ones we don’t have all into one ordinance SECOND Selectwoman Guelcher VOTE unanimous Mr. Collins will head up the committee.

Troy Mills Parking Lot – Nothing new from Shane’s Trucking
North Main St – Selectwoman Guelcher spoke with Carl Hagstrom and a new septic is being installed.
Letter from Trustees of the Trust Funds – Mrs. Fox call Norm Dion and let him know the date we have set for the Public Hearing on the Giorgianni Trust Fund.
Chris Rocheleau Email on Culverts – Chairman Bailey asked Mrs. Fox to make a copy of the policy for Fitzwilliam so each Select Board member can review it.
5 Starkey Ave Complaint – nothing to do at this point till he moves forward with the project.
Richmond Rd Complaint – Loggers have boulders in road. Mr. Dicey will go take a look and see what is in the way. TABLED
138 Mackey Rd – The O’Briens hit some ledge when digging the foundation and have to change the set-backs . Selectman Hopkins stated that they needed to submit a new plot plan.
Utility Valuations – Chairman Bailey MOVED to go with the State valuations for utilities SECOND Selectwoman Guelcher VOTE unanimous
Meeting Suspended for Public Hearing on Additional Highway Block Grant Funds
7:40 PM Selectmen’s Meeting back open.
Chairman Bailey MOVED to accept the additional highway block grant money of $47,471.58 SECOND Selectman Hopkins VOTE unanimous
Lynn Smith was asked by the news guy from Monadnock Radio Group about the Public Hearing on the Additional Highway Block Grant money. Mrs. Smith wants to know if it is okay with the
Select Board to tell him that money was accepted and that the intent is to pave West Hill next year. Chairman Bailey stated it is all public knowledge.
Brad Hunter Building Permit for 162 Marlborough Rd – Selectman Hopkins stated that the building permit is missing information and the planning board also needs a complete site plan not a partial site plan.
Chairman Bailey stated there Seniors and the Troy Recreation Committee will be holding their breakfast this Saturday from 7am to 10 am at the Samuel E. Paul Community Center.
Selectman Hopkins stated that Jon Collins now sits on the planning board. The planning board is working on the 10 year plan.
Capital Improvement plan – need volunteers for committee
Selectman Hopkins stated that roller skating starts again on September 8th.
Selectman Hopkins stated that Deb Wilson has property on Monadnock St. that she would like to give to her daughter to build a home on. Mrs. Wilson is having an issue with getting a driveway permit from the State. Mrs. Wilson needs to research and find out if the property was subdivided before 1971.
