SELECT BOARD MEETING  MINUTES

TOWN OF TROY

Monday, August 29, 2016 5:00 p.m.

Selectmen Present:  Barbara Guelcher, Allan Bailey and William T. Matson

 

Selectmen Matson called the meeting to order at 5:00 p.m.

Selectmen Bailey MOVED to postpone approval of the Selectmen’s Meeting minutes from August 22, 2016 SECOND Selectwomen Guelcher VOTE unanimous

Chairman Matson wants to suspend Selectmen’s Meeting to go into Public Hearing at 5:01 pm

Chairman Matson reopened Selectmen’s Meeting at 5:30 pm.

Selectmen Bailey MOVED to approve the Selectmen’s Meeting minutes from August 22, 2016 SECOND Selectwomen Guelcher VOTE unanimous

Jim Dicey – Mr. Dicey asked the Select Board where he stands on the Community Center.  Chairman Matson asked Mr. Dicey and Bob Norton to come in and meet with the Select Board at next week’s meeting.

Mr. Dicey wanted to let the Select Board know that Leann Lafosse called him to let him know that there is an open well somewhere around her property.  Mr. Dicey would like to know if the Select Board wants him to do anything about it. Mrs. Lafosse is concerned because the well is open. Chairman Matson MOVED to have Chief Ellis and Mr. Dicey to get permission from landowners to take pics of the open well SECOND Selectwoman Guelcher VOTE unanimous

Mr. Dicey would like to know who owns the dam on Village Pond because there is a hole in the dam that needs to be taken care of.  Chairman Matson asked Mr. Dicey to get a list of the issues and Chairman Matson will address with the Town attorney.

Mr. Dicey states that the Town needs to address the properties that have metal roofs and live close to the Town roads. The snow falls onto the sidewalks and in the roads and Mr. Dicey has to keep clearing it. Mr. Dicey would like to see an ordinance to address the issue. Mr. Dicey thinks that these properties should be required to have ice breakers.  Chairman Matson asked Mrs. Fox to put on next week’s agenda for discussion.

Mr. Dicey has been approached from Eversource they have cut some wood while clearing the powerlines.  Eversouce can’t do anything with the wood so they are giving the wood to the Town.  There is 1 load of hardwood that will be cut for the Transfer Station. There are 3 or 4 loads of pine that we could sell but Mr. Dicey just wants permission to do so from the Select Board. Selectwoman Guelcher MOVED to allow Mr. Dicey to sell the loads of Pine SECOND Selectmen Bailey VOTE unanimous

Selectmen Bailey asked Mr. Dicey to get ahold of Meridian Surveying and ask what the turnaround is to getting the paperwork for the end of Granite St. Selectmen Bailey would like to get it done this year by possibly using the bequest.

Selectwoman Guelcher wanted to let the Select Board know that the electricians are starting to come in this week to go over pricing for the repairs to the common. Mr. Dicey also would like to take 2 Oak trees down that are on the common that are dangerous.  

Select Board signed off on the Ambulance Billing Policy

Read letter from Attorney Little in regards to Troy Redevelopment Bankruptcy

Letter from Frank Milowicki that owns Minute Mart.  Mr. Milowicki would like to come in and meet with the Select Board in regards to Dollar General coming into the Town of Troy.

Next week’s Selectmen’s Meeting will be moved to Tuesday, September 6, 2016 at 5:00 pm

Selectmen Bailey went over the Tulip Insurance pricing that he received from Primex for individuals that don’t have homeowners insurance but still would like to rent the Community Center.

The Select Board would like Mrs. Fox to contact Primex and let them know that we would like to lock in the premiums for the Worker’s Comp and Liability Insurance for the next three years but that we can’t guarantee it till Town Meeting.

Statement on Robert Giles Trust fund – Chairman Matson would like Mrs. Fox get in contact with the Trustees of the Trust Funds and have them come in and get the statement and have the names fixed on the account.

Statement on Richard Pelto, Jr. – Tax Collector gave the Select Board a statement on Mr. Pelto’s account.  Mr. Pelto is not current with his property taxes as was the agreement when property was deeded back to him.

Chairman Matson MOVED to accept the OHRV Ordinance with changes discussed in Public Hearing SECOND Selectwoman Guelcher VOTE unanimous

Selectmen Bailey MOVED to accept the $821,500 from the Estate of Elizabeth Giorgianni SECOND Chairman Matson VOTE unanimous  Mrs. Fox can create a 2220 account and put the money there till decisions are made of what the money will be used for.

Selectmen Bailey would like Mrs. Fox to get ahold of Mark Huntoon and see if the fire department is cooking for the Employee BBQ and what do they need from the Select Board for contributions

Selectmen Bailey is having a meeting at the Library the 2nd Saturday in October about the monument on the common

Selectwoman Guelcher received a concern from Stanley Clark in regards to the crosswalk in front of the Congregational Church. Mr. Clark had reported there were 2 incidents that were pretty bad. Mr. Clark asked if a blinking light could be put up.  Selectwoman Guelcher told him that it is a State road and that the state would have to put it in not the Town.

Chairman Matson MOVED to have Chief Ellis look into the right signage and any suggestions that would help with that crosswalk area  SECOND Selectwoman Guelcher VOTE unanimous

Chairman Matson MOVED to instruct Chief Ellis in fixing the speed limit trailer or getting a new one SECOND Selectmen Bailey VOTE unanimous

Chairman Matson MOVED to adjourn at 6:42 pm SECOND Selectwoman Guelcher VOTE unanimous
