SELECT BOARD MEETING MINUTES

Selectmen Present: Barbara Guelcher, Allan Bailey and William T. Matson

Selectmen Matson called the meeting to order at 5:00 p.m.
Selectmen Bailey MOVED to accept the Selectmen’s Meeting minutes from August 1, 2016 and SECOND Selectwomen Guelcher VOTE unanimous
Present: Darryl Meattey from Surrell 198 North Main St and John Johanson from 305 West Hill
Ellen Scarponi from Fairpoint, Director of Government Relations and Scott French from Fairpoint
Chairman Matson stated that this is not a public hearing. This meeting is for the Select Board to meet and see what is available for internet service in town. There has been a lot of complaints from businesses and residents in the town on how slow the internet service is.
John Johanson – Lack of availability in internet service. Mrs. Scarponi asked what service he currently had. Mr. Johanson stated that he had the 3 mb of internet service and that the service usually drops around noon. Mr. Johanson works from home and needs internet service. Mrs.Scarponi asked if a repair call was ever made. Mr. Johanson stated that he had called and that they told him he needed a new modem and a new one was sent to him. Mr. French looked up Mr. Johanson location and established that he is available to get the 7 mb service.
Daryyl Meattey – Mr. Meattey stated that his service has been really spotty. Mrs. Scarponi asked which service he had. Mr. Meattey wasn’t sure exactly which service he had. Mr. French looked up Mr. Meattey’s service and he is currently on 3 mb but qualifies for 20 mb.

Arliegh Green, 41 Prospect St – Wants to gift land to the Town – TABLED
Discount Oil – put oil out to bid
Sand Dam Pavilion – Letter from Lisa Steadman read and she thinks that proof of insurance should be given to the Town when the pavilion is rented. Discussed by the Board.
Vacant Building Registration – TABLED
Ambulance – Bruce from Certified Ambulance Group emailed letting us know that the NPI # has been received and they can now start billing. Reviewed the Ambulance billing policy.
Troy Mills Self-Certification of Activity and use Regulations – Chairman Matson will call and let them know we are no longer owners of the Troy Mills property.
OHRV Ordinance – Chairman Matson MOVED to have a public hearing on OHRV ordinance SECOND: Selectmen Bailey VOTE unanimous
Chairman Matson asked Alissa Fox to set-up a public hearing for August 29, 2016 at 5:00 pm
Elizabeth Giorgianni Trust Check – Mrs. Fox called Charitable Trust and need the actual will before we can know what to do with the money.
Selectmen Bailey proposed budget schedule. – Mrs. Fox set-up committees to come in.
Selectmen Bailey would like to see 2 separate budgets for the community center and recreation committee. Need to discuss with Bob Norton before October 17, 2016. Have Mr. Norton come in on August 22, 2016 to talk about budget. Selectmen Bailey would like the summer recreation to come in and review what worked and what didn’t for the summer program.
