Selectmen Matson called the meeting to order at 5:00 p.m.
Present: Chief Ellis, Adam Dubriskie
Selectmen Bailey MOVED to accept the Selectmen’s Meeting minutes from 12/5/16 and 12/12/16 SECOND Chairman Matson VOTE unanimous
Attorney Little letter in regard to legal fees for Troy Ambulance Inc.
Quigley Property – The first meeting of 2017 review all pass due pay arrangements
Letter from Jon Collins, Chairman of the Planning Board. Chairman Matson spoke with the State of NH DOT and the permit for Old Keene Rd for the temporary driveway for the Dollar General store was given in September of 2016.
2017 State Education Rate – Reviewed
Landfill Testing report – Refilled
Building permit for Chad Branon – The Electrician and Plumber information is missing from application. Also need a special exception from Planning Board
Selectmen’s Office budget – reviewed
Dan Guay, Justine Guay, Gail Thomas, Amy Wiley, Melanie Ellis, Scott Ellis – Chairman Matson asked about if the group had called Property Liability Trust. Mr. Guay needs the copy of the insurance policy from Property Liability Trust. Mrs. Fox will get the policy you for Mr. Guay. Mr. Guay would like to know what the status is with Lynn Rust. Chairman Matson stated that he tried to call him last week and received no response back. Chairman Matson will go to Lynn Rusts office on Tuesday and make sure he has everything he needs to complete the annual report. Mr. Guay asked about the legal fees and Chairman Matson asked that they put together a warrant article for Town Meeting. Chairman Matson asked for the rough draft of the Warrant Article to be brought into next Selectmen’s Meeting on December 27, 2016.
Chief Mark Huntoon, Scott Meader, Todd Carter from the Fire Department – Chief Huntoon MOVED to stop using the firework display permit SECOND Selectmen Bailey VOTE unanimous
Chief Huntoon asked the Select Board if they had any issues with how the fire department is run. Chairman Matson and Selectmen Bailey said no not at all. Chief Huntoon stated that at the house fire on South St it was questioned to the owners of the home if they were happy with the response from the Fire Department. Chairman Matson apologized he didn’t mean anything by it.

Chairman Matson wants Mrs. Fox to ask the DRA if we encumbrance the funds for certain contracts how do we property reflect that on the actual budget worksheet.
Town Hall Budget – reviewed
Elections & Registrations Budget – reviewed
Troy Town News advertising for the Selectmen’s Office – 11 ads for the price of 10 at $900. Selectmen Bailey MOVED to contract with TTN for a ½ page ad for the year SECOND Chairman Matson VOTE unanimous
February 2nd the Budget Committee will review warrant articles
Department Heads need to have Warrant articles in by January 26, 2016.
Town report ready by March 1st.
