SELECT BOARD MEETING  MINUTES

TOWN OF TROY

Monday, February 6, 2017 5:00 p.m.

Selectmen Present:  Allan Bailey, Barbara Guelcher and William T. Matson

Selectmen Matson called the meeting to order at 5:02 p.m.

Chairman Matson MOVED to postpone opening bids for cord wood SECOND Selectmen Bailey VOTE unanimous

Chairman Matson MOVED to postpone the approval of Selectmen’s meeting minutes from January 30, 2017 SECOND Selectmen Bailey VOTE unanimous

Chairman Matson MOVED to go into non-public session under RSA 91-A:3 II SECOND Selectmen Bailey VOTE unanimous

5:10 pm Out of Non-public session

Present: Adam Dubriskie, Joseph Prelais, Dan Drugg, Herb Drugg, Ben Drugg, Janet McCullough, James Dicey

Open sealed bids for cordwood – Adam Cutts $1250.00 and Dan Firmin $1029.50.  Chairman Matson MOVED to accept the bid from Adam Cutts in the amount of $1250.00 SECOND Selectwoman Guelcher VOTE unanimous

Selectmen Bailey MOVED to go to accept the Selectmen’s Meeting minutes from January 30, 2017 SECOND Selectwoman Guelcher VOTE unanimous

Select Board signed the abatement for Map 20 Lot 17 – unknown owner

Letter from the State of NH DOT in regards to Prospect St Bridge.  The bridge is on the red list but we are compliant on all requirements issued by State.

Chairman Matson asked Mr. Dicey if he was informed about the 2 bridges on Route 12 that will be getting redone in 5 years. Mr. Dicey stated that he knew.

Mr. Dicey was approached by Eversource about a program where Eversource will come into the Town buildings and look at where money can be saved on electricity.  Eversource will make all the repairs at no cost to the Town.  If the monthly Eversource bill goes down due to the repairs made by Eversource the Town would still pay what it normally would till all the repairs where paid back with the difference in the bill amounts. Selectmen Bailey MOVED to have Mr. Dicey contact Eversource and have them go ahead with the program SECOND Selectwoman Guelcher VOTE unanimous

5:21 pm Chairman Matson opens the meeting for public comment each person has 3 mins for comment.

 

Joseph Prelas – Mr. Prelas read article in Troy Town News Letter that was written by his landlord Herb Drugg.  Mr. Prelas wants to get more involved in what is going on in the Town. Wants to know if there is a way he can help out with decision making like the one with the bequest.

Ben Drugg – stated that himself, Dan Drugg, and Herb Drugg where all there to just observe.  

Attorney general’s letter in response to Attorney Little questioning if the Town was allowed to have a warrant article for the legal fees for Troy Ambulance Inc. former volunteers that was submitted by Dan Guay, Gail Thomas, Amy Willey, and Melanie Ellis.  See the attached letter from the Attorney General. Chairman Matson would like Mrs. Fox to contact Mr. Guay and let him know about the letter from the Attorney General.  Chairman Matson would like Mrs. Fox to change the wording on the warrant article to have the money come from taxation and submit to the DRA for approval.

Bequest money warrant article – Selectmen Bailey spoke with Janet McCullough and the first thing to do is put in a Warrant Article to set-up an expendable trust.  The proceeding warrant article would be what the Warrant Article would go towards. Selectmen Bailey would like to see it be for general purpose so that it doesn’t get tied into just one thing.  Chairman Matson would like to bring it to the budget hearing on Thursday and see how they would like the money to go towards. If the Town’s people see it to go a different way than the warrant can be amended after Town meeting. Mr. Prelas thinks there should be a list of what it can go towards. Mr. Ben Drugg thinks there should also be a list of restrictions of what it can’t go towards.  Selectwoman Guelcher asked what that would be. Mr. Ben Drugg said like non-profits in Town. Selectmen Bailey doesn’t want to put to many restrictions in case future boards want to use it. Selectwoman Guelcher asked what is the $58,000 of what was left of the money that is in the general fund.  Mrs. McCullough stated that it was what was not already voted on to go to and also the money that was given back by the various committees.

Chairman Matson asked what handouts were needed for the Budget Hearing on Thursday night. Selectman Bailey stated that we need the operating budget worksheets, 2 excel spreadsheets one on the library budget and one on the conservation commission because those are the only two budgets that the budget committee does not recommend, and also a copy of the Warrant articles. Mr. Prelas asked about the budget hearing.

Chairman Matson stated there was 63 residents of Troy at the Monadnock Regional School District deliberative session on Saturday. Chairman Matson has written up his recommendation as to how the residents of Troy should vote and will be putting it in the Troy Town News.  

Fireworks Ordinance – Public Hearing February 27, 2017 at 5:30 pm.

Warrant Articles changes have been made and resubmitted now waiting on DRA to come back with any additional changes.
