SELECT BOARD MEETING  MINUTES

TOWN OF TROY

Monday, January 23, 2017 5:00 p.m.

Selectmen Present:  Allan Bailey, Barbara Guelcher and William T. Matson

Selectmen Matson called the meeting to order at 5:00 p.m.

Selectmen Bailey MOVED to go to accept the Selectmen’s Meeting minutes from January17, 2017 SECOND Selectwoman Guelcher VOTE unanimous

Jim Dicey – Mr. Dicey gave 2 quotes for quarterly cleaning of the SEP Community Center Kitchen. Selectwoman Guelcher asked which budget this would be paid out of. Mr. Dicey stated that it would come from the SEP Community Center budget. Chairman Matson mentioned getting a freezer for the basement of the SEP Community Center to be able to make room in the one that is currently in the kitchen. Chairman Matson also stated that the grease trap needs to be cleaned.  Selectmen Bailey MOVED to accept the quote from Megan Dicey of $300 for quarterly cleanings of the kitchen SECOND Selectwoman Guelcher VOTE unanimous. Mr. Dicey has the log length cord word from Eversource that he thinks we should sell.  Chairman Matson MOVED to put out for sealed bid and will open bids on February 6, 2017 SECOND Selectwoman Guelcher VOTE unanimous  Selectmen Bailey would like to discuss the turnaround at the end of Granite Street. Selectmen Bailey discussed the expense of the right-of-way or easement. Selectmen Bailey thinks the best choice would be to go with the turn around that we had surveyed by Meridian back in the fall. Mr. Dicey’s concern is the fence that was put right on the end of the road.  Chairman Matson would like to see how much the cost would be for the property. Selectmen Bailey stated that it will cost $500 just to find out.  Selectmen Bailey asked if the Select Board should have a meeting with the people on Granite Street and see what they would like the Town to do. Mr. Dicey will continue to plow to the side for now but this summer we will have to decide what to do. The hazardous waste agreement with the City of Keene came in for signatures. Selectmen Bailey would like to know how many people use the hazardous waste collection. Mr. Dicey stated that we have to collect the hazardous waste no matter what and we need a place to dispose of it. Selectmen Bailey MOVED to accept hazardous waste collection with the City of Keene SECOND Selectwoman Guelcher VOTE unanimous The Select Board received the Normandeau post closure report for the landfill.  Chairman Matson asked Mr. Dicey if there is anything in the report that the Select Board needs to be concerned with. Mr. Dicey stated no.  Mr. Dicey said that the prices of Normandeau is getting expensive so we should look into another quote.  The Select Board reviewed the post closure report with Mr. Dicey.

Selectmen Bailey MOVED to recommend to put $500 in budget to Community Volunteer Transportation Company SECOND Selectwoman Guelcher VOTE unanimous

Dan Guay – Mr. Guay would like to know if there is any new news from Lynn Rust’s Office.  The Select Board stated that there has been no new news.  Selectmen Bailey asked how the dismissal hearing went.  Mr. Guay stated that the court is still waiting on Lynn Rust to file the forms needed. Chairman Matson asked Mr. Guay to send him an email so he can forward the email to Lynn Rust to see if that will help get things moving.

Sandra Goodwin building permit application Chairman Matson MOVED to approve the building permit SECOND Selectwoman Guelcher VOTE unanimous

Chairman Matson MOVED to deny abatement for Adam Hopkins SECOND Selectmen Bailey VOTE unanimous  Send the abatement application out with the KRT pickups in April.

Chairman Matson MOVED to deny abatement for Jeanie Whitcomb SECOND Selectmen Bailey VOTE unanimous  Send the abatement application out with the KRT pickups in April.

Mooselick Brewery – The Levick’s would like more space for the beer garden.  Selectmen Bailey MOVED to approve request.  Chairman Matson would like Fire Chief Huntoon to take a look at it first and make an approval or denial SECOND Selectwoman Guelcher VOTE unanimous

Richard Pelto Jr property – Agreement with the Town of Troy.  Discussed ownership of the property.

Chairman Matson MOVED to contact St. Jean about auction property on Quarry Road that was taken for tax deed SECOND Selectmen Bailey VOTE unanimous

Chairman Matson stated that the Conservation Commission is working with a resident about some land to be given for conservation.

Chairman Matson stated Gary Keynon worked with the planning board on getting Dollar General’s access road onto Route 12 instead of off of Old Keene Rd.

Selectwoman Guelcher spoke with Chief Mark Huntoon. Chief Huntoon is concerned with the back taxes that may have to come out of the Ambulance checking account. Chief Huntoon would like to see a new checking account set-up so that any money that is made from here on out will protected. The Select Board believes that a warrant article will need to be done to be able to do this.

Selectwoman Guelcher asked about why the Administrative Assistant salary was so much on the budget when in fact it is much less than that. Chairman Matson MOVED to increase Mrs. Fox’s salary to $45,432 a year to increase for the $2000 welfare salary that was not included before SECOND Selectmen Bailey VOTE unanimous

Copier charge for copies was reviewed.

Warrant Articles reviewed.  Meeting Wednesday January 25, 2017 at 4 pm to go over warrants.

6:30 pm – Chairman Matson MOVED to go into non-public session per RSA 91-A: 3, II. (A) personnel SECOND Selectmen Bailey VOTE unanimous

6:31 pm – Selectmen Bailey MOVED to come out of non-public session SECOND Selectwoman Guelcher VOTE unanimous
