SELECT BOARD MEETING  MINUTES

TOWN OF TROY

Tuesday, January 3, 2017 5:00 p.m.

Selectmen Present:  Allan Bailey, Barbara Guelcher and William T. Matson

Selectmen Matson called the meeting to order at 5:00 p.m.

Selectmen Bailey MOVED to accept the Selectmen’s Meeting minutes from 12/27/16  SECOND Selectwoman Guelcher VOTE unanimous

Jim Dicey – Wanted to inform the Select Board that the Caterpillar loader is dead and will be sent to Milton-Cat.

Bill Paju, 5 Granite St – Chairman Matson spoke to Mr. Paju and was reassured things are moving forward.  Chairman Matson told him we would have to condemn the property. Mr. Paju stated that he wished the Town would condemn it. Selectwoman Guelcher looked up RSA’s on condemning property.  Chairman Matson would like Fire Chief Huntoon to come in and go over procedure for burned property.

Mr. Dicey wanted to know if anything was being done with Granite St and the plowing situation.  Selectmen Bailey stated we had letters thanking Mr. Dicey for changing the direction of the plowing. Mr. Dicey doesn’t like backing down Granite St when plowing because of mailboxes being taken down from the plow. Selectmen Bailey states that we need to acquire the States property. Selectmen Bailey will look into the property.

Dan Guay, Gail Thomas, Amy Willey – Chairman Matson stated that no one at Lynn Rust’s office had contacted him at all during the week.  Mr. Guay asked if he was to do the warrant article as an individual or if it should be a combined warrant article. Selectmen Bailey suggested that to do the warrant article together with one value and have amounts per individual for town meeting.

Warrant articles are due to the Selectmen’s Office January 26th.

Selectmen Review warrant articles January 30th

Budget Committee hearing February 9th at 6:30 pm at the Library and the snow date will be February 10th.

Encumbrances – need to see where budget is after year close out.

Website update – should be up tomorrow

NH Flag – Chairman Matson MOVED to have Jim Dicey order the NH Flag for polling SECOND Selectmen Bailey VOTE unanimous

Todd Maillet, 10 Granite St – Chairman Matson spoke with Bill Paju.  Mr. Paju stated that he is working on getting the building taken care of.  Chairman Matson stated that Chief Huntoon was coming into next week’s Selectmen’s Meeting to discuss what can be done about burned buildings.  Mr. Maillet asked if anyone contacted Vermont Mutual.  Chairman Matson stated no.

Mrs. Fox asked for Selectmen’s Office help while she was getting the QuickBooks set-up and getting things moved around in the office. Chairman Matson MOVED to authorize Mrs. Fox to seek out part-time help and give recommendations SECOND Selectwoman Guelcher VOTE unanimous

Deputy Treasurer – Chairman Matson MOVED to eliminate the deputy treasure position SECOND Selectmen Bailey VOTE unanimous

Chairman Matson MOVED to adjourn at 6:27 pm SECOND Selectmen Bailey  VOTE unanimous
