SELECT BOARD MEETING MINUTES
TOWN OF TROY
Monday, January 9, 2017 5:00 p.m.
Selectmen Present: Allan Bailey, Barbara Guelcher and William T. Matson

Selectmen Matson called the meeting to order at 4:57 p.m.
Selectmen Matson MOVED to go into non-public session per RSA 91-A: 3, II. (A) personnel SECOND Selectmen Bailey VOTE unanimous
5:10 pm out of non-public session

Chairman Matson MOVED to postpone acceptance of Selectmen’s Meeting minutes from 1/3/17 to a later time SECOND Selectwoman Guelcher VOTE unanimous
Website Update – the website is up and running. Chairman Matson will work with Linda West on getting meeting minutes up onto the website.
TABLE – budget questions for budget committee
Warrant Articles – went over warrant articles and made a list.
Dan Guay – Chairman Matson told Mr. Guay that Lynn Rust sent an email today asking for a few pieces of information to finish the 2012. The information is being sent over to Lynn Rust for Janet McCullough the treasurer. Mr. Guay would like to be put on the agenda for next week same time.
Mark Huntoon, Scott Meader, Todd Carter – Chairman Matson explained that after a fire destroys a building what is the protocol for the building to be taken care of. Selectwoman Guelcher looked up about condemning property. The Select Board wants the Fire Department to create a letter that will go to the building owner after a fire that states the building needs to be dealt with within 30 days.
Herb Drugg – Mr. Drugg would like an update on the returned money from the bequest. Mr. Drugg was informed that Cheshire Railroad Depot Committee and My Neighbors House voted not to return the money to the Town.
Went over warrant articles and capital reserve funds. Board of Selectmen okay the Capital reserve for $65,000. Only change from last year is not putting any funds into the Police Department Capital Reserves. Will need a warrant article for Code enforcer position so the Select Board will leave the Line Item on the budget. Will need a warrant article for the Ambulance funds to transfer to Trustees of the Trust Funds.
Selectmen Bailey contacted the State of NH about the property beyond the end of Granite St. The Town needs to decide if we want a right of way across the land or if the Town would like to purchase the property. Chairman Matson is okay with a right-of-way. Chairman Matson stated that we do need to have a public meeting to purchase the land but do not need a public meeting to purchase a right of way.
Reviewed letter from Karie An James P.E. of WSP in regards to 2 bridges in town that will be getting rebuilt in 2021.
