SELECT BOARD MEETING MINUTES

TOWN OF TROY

Monday, June 19, 2017 6:30 p.m.

Selectmen Present: Allan Bailey, Barbara Guelcher and Curtis Hopkins

Chairman Bailey opened the meeting at 6:32 pm.

Letter sent to Brad Hunter in reference to building permit

Building permit for 1 Barrett St, Sybil Hall – Chairman Bailey asked Selectman Hopkins to look over to see if it meets all of the requirements for zoning.

CDC, Jane – Selectman Hopkins spoke to her about the no smoking signs for the Community Center.

Troy Mills Tax Bill – Mr. and Mrs. Wilson gave the Select Board a business card from Jim Gillis. Chairman Bailey called Mr. Gillis. Chairman Bailey told Mr. Gillis about the tax liens and such with Troy Mills. Chairman Bailey sent Mr. Gillis an information packet. Mr. Gillis would like the ownership to be figure out, the price has to be right, forgiveness of the property taxes, and state taxes. Selectwoman Guelcher spoke with Attorney Little on Friday and Mr. Little said that it was dismissed and returned to Troy Redevelopment Group. Selectwoman Guelcher stated that Troy Redevelopment Group is dissolved. Attorney Little said that debt which is around $1 million has not been released. Chairman Bailey stated we need to find out if Troy Redevelopment Group exists and who are the lien holders. Selectman Hopkins stated that he has a list of lien holders. Attorney Little stated to Selectwoman Guelcher that you could offer a short sale (bid).

Bob Norton, Robyn Hannett, Melissa Wilks – Chairman Bailey stated that last year there was a period of time that children didn’t have things to do. Mrs. Hannett explained what a day is like for the children at camp. Selectwoman Guelcher asked if 1 counselor keeps the same children all the time. Mrs. Hannett explained that the counselors are in charge of each activity and the kids go in groups that they want to go in for the activity. Selectwoman Guelcher asked how the children are being kept track of. Mr. Norton and Mrs. Hannett stated that they will work on something for this.

Bandstand – Ted Fellows inspected the bandstand and stated that it is structurally sound. Mr. Fellows stated that it doesn’t need to be fixed anytime soon. Mr. Fellows said since the guardrails are not to code and when you fix those you could then add some diagonal braces between them.

Selectman Hopkins contacted MRI but has not received a call back yet.

Chairman Bailey asked if we had received a response from Matt Murray about rental of community center. Selectwoman Guelcher stated have not heard back yet. – TABLED

Selectwoman Guelcher asked Attorney Little about Brad Hunter and Attorney Little stated that he never spoke to Mr. Hunter.

Recreation Committee – Each person on committee is only allowed to serve for 3 years and can be staggering terms. The Select Board needs to do the appointments for recreation committee members and do their terms. Chairman Bailey asked Selectman Hopkins to make a list of who is on the committee and what are the terms.

Selectwoman Guelcher spoke with Attorney Little about some of the revenues from rental of the Samuel E. Paul Community Center and if that revenue should go into the general fund because it is a Town owned building. Selectwoman Guelcher stated an article would have to be written to have that revenue put in the general fund. Mr. H. Drugg stated it was already voted on and approved to be put in the Recreation Revolving fund. Mr. B. Drugg asked why you don’t just rescind the article. Selectwoman Guelcher stated that she didn’t want to rescind the whole article. Mr. H. Drugg stated then just rescind part of it.

Amnesty Day – Selectwoman Guelcher stated that if go ahead with the amnesty day that Mr. Dicey stated he will go over his budget on that line item. Chairman Bailey asked what the total would be to do the amnesty day. Selectwoman Guelcher stated $4300.00. Chairman Bailey stated that we already have issues with welfare budget going to be over. Selectwoman Guelcher stated that Mr. Dicey just needs to know if we are going to do it or not. Chairman Bailey would like to tabled for the first meeting in August and see where the budget is.

Selectman Hopkins stated that from the baseball tournament this past weekend there was a lot of praises for how clean the bathrooms are and the cleanest people have seen. Chairman Bailey asked what the total on sales was. Mrs. Fox stated that Mr. Norton told her $1000.00.

Mr. B. Drugg asked about the welfare budget. Selectwoman Guelcher explained that the budget was cut because at the time the Select Board thought that My Neighbors House would be up and running and save the Town some money on having to put people into the Coach House. Mr. Drugg asked is there a time limit for people to be on welfare. Mrs. Fox stated that there is no limit as long as they are following the requirements that are being asked of them to do. There was some question on whether or not we could have parents be responsible for the money that is being spent out of welfare to payback the Town. Mrs. Fox stated that we can send a letter requesting it but most likely the parents couldn’t afford it either.
