Chairman Bailey opened the meeting at 6:31 pm.

Chairman Bailey MOVED to accept the Selectmen’s meeting minutes from June 19, 2017 SECOND Selectman Hopkins VOTE unanimous
JLMC Meeting July 11, 2017.
Quote from Bruce Summers at Worldwide Computer – Needs to change over to office 365 for all emails. Chairman Bailey would like the each Select Board member to have their own email also. Mrs. Fox will send message to Bruce to get new quote.
Welfare discussion on if the Town can get parents to pay for reimbursement of welfare to Town on children that are receiving benefits. Chairman Bailey will draft letter.

Letter from Chris Rocheleau on how culverts in Fitzwilliam are handled. Yes, Mr. Dicey would like to know how they handle them. Mrs. Fox to send Mr. Rocheleau a response.
CDC No Smoking at Community Center – Bob Norton will contact Jane
Troy Mills Tax Bill – Selectman Hopkins suggested that we send copies of the tax bills to the lien holders of Troy Mills so that they understand that the bankruptcy court is not paying for the tax bills so when the property goes to tax deed in three years it will be no surprise. Mrs. Fox will send copies certified to lien holders.
MRI – no call back yet.
2nd Driveway on School St – Mrs. Fox asked Selectman Hopkins which one it was. Selectman Hopkins stated that it is the apartment building that Cindy Satas used to own so it isn’t the Jones property that is 2nd to last on School St that just put in the new driveway and is letting the other one grow in. Selectman Hopkins stated something needs to be done about the 2 driveways at 25 School St.
John Langevin – Needs demo permit for taking the building completely down which will cost $5. Mrs. Fox will void old building permit and issue same building permit number to new permit.
O’Brien building permit – Sending to planning board next Wednesday for review.
Dollar General Occupancy Permit – Mark Huntoon only one that needs to inspect Dollar General for occupancy permit. Then the Select Board signs off on the occupancy permit. Chairman Bailey will call Mr. Huntoon and have him go do an inspection.
Recreation Committee Organization – Selectman Hopkins met with the committee last Tuesday. The Secretary, Treasurer and Chair are the only ones appointed to committee with positions. Mrs. Fox will do appointment form. Chairman Bailey asked Mr. Norton for summer camp schedule for the week.
Selectman Hopkins asked Mr. Dicey when the water will be retested. Mr. Dicey stated that water is tested how long till he finds out results. Mr. Dicey stated they usually come on Thursday and by Friday around 3:00 – 4:00 pm he usually gets the call. Mr. Dicey stated that the State came out today and retested and should know tomorrow on the results. Chairman Bailey asked Selectwoman Guelcher to ask Attorney Little if there is anything we can do about releasing water from Rockwood Pond Dam.
Troy Redevelopment Group- Selectman Hopkins stated that a title search is being done and it will tell you who owns it – TABLED
Exhaust brake ordinance – Chairman Bailey stated at the JLMC meeting primex was present and stated that we should rescind these ordinances because it puts the town at risk to be liable.
Letter about licensing with state for summer program email from Tom Matson. Chairman Bailey looked into this and the Town is exempt for licensing.
Letter from DOT about resurfacing projects. Mr. Dicey there is no curb reveal on common. The Dot will have to do some grinding for water to run. Mr. Dicey showed the DOT the problem areas. The changing of the crosswalk at library to go across to church the Select Board is okay with. Project #2 the Select Board is ok with. Project #3 Mr. Dicey needs to look into. –TABLED
Mr. Dicey stated that Eversource would like to do some tree trimming on the common for 3 phase that means that the trees need to be taken at the base. There are 4 trees on common that Eversource would like to take down. Select Board okay with Eversource taking the 4 trees down.
Mr. Dicey stated that Mr. Norton made him aware that one of the doors was opened to far and has come off the casing and needs to be fixed. Mr. Dicey will get a quote from DA Brothers.
Amnesty Day – TABLED Mr. Dicey would like to wait and decide in September then do it in October.
Norm Whitney – Brad Hunter has excavator on property. Selectman Hopkins stated that no paperwork has been turned in by Mr. Hunter.
