SELECT BOARD MEETING MINUTES
TOWN OF TROY

Chairman Matson called the meeting to order at 5:00 p.m.

Selectmen Bailey MOVED to accept Selectmen Meeting Minutes from March 6, 2017 SECOND Selectwoman Guelcher VOTE unanimous
Selectwoman Guelcher explained to the Board about Jim Dicey’s 5 hours overtime for the broken door at the SEP Community Center. Bob Norton is coming into the meeting tonight to discuss what had happened to the door.
5:06 pm Bob Norton – Chairman Matson asked what happened with the doors at the SEP Community Center. Mr. Norton stated that the doors were never correct. Mr. Norton stated that there are many issues with the doors such as them not being industrial doors, a gap in the door when the door is shut and it is letting heat out. The Select Board would like Mr. Dicey to come in next week and discuss the doors.
Chairman Matson read the Elderly Tax Deferral
NH DOT – Town streets signed
Fireworks Ordinance signed
Timber Cut approved for Map 31 Lot 4&5 and Map 38 Lot 1
Norman Whitney sent email asking about interest that the Town should pay him since he has an
abatement. The Select Board stated that Mr. Whitney would have to come in to talk to the Board.
Dollar General sign permit and letter from Henry Underwood. Approved and signed
Selectmen Bailey MOVED to approve that Stephanie Charlefour and Alissa Fox to take the
Initial Training on Addiction & Recovery and the Families and Addiction training courses
through the NH Bureau of Drug and Alcohol Services that are no-cost and to allow for an
overnight stay for these classes SECOND Selectwoman Guelcher VOTE unanimous
Complaint 83 High St – add to the other complaints on junk in yards
Troy Ambulance Inc – Chairman Matson confirmed that we didn’t need to attend court on 3/10/17. The Town of Troy did all of the requirements that were asked and didn’t need to do anything further.
Reviewed NH DOT paving schedule for 2017.
St. Jean Auctioneers forward over the maps and advertisements for the April 8, 2017 auction of the Quarry Rd land Map 6 Lot 3 & 4.
Discussed the Nuisance Ordinance
Voting Hours – Selectmen Bailey MOVED to open the polls at 8:00 am due to the snow storm. Chairman Matson asked if the moderator, clerk, or elections & registration staff have been contacted. Selectmen Bailey stated no one has been contacted yet. Chairman Matson does not want to second this motion. Selectwoman Guelcher does not want to second this motion.
Discussed who from the Select Board would be at the voting polls.
