SELECT BOARD MEETING  MINUTES

TOWN OF TROY

Monday, March 6, 2017 5:00 p.m.

Selectmen Present:  Barbara Guelcher, Allan Bailey and William T. Matson

Chairman Matson called the meeting to order at 5:00 p.m.

Selectmen Bailey MOVED to accept Selectmen Meeting Minutes from February 27, 2017 SECOND Selectwoman Guelcher VOTE unanimous

Selectmen Bailey MOVED to accept Public Hearing Minutes from February 27, 2017 on the Fireworks Ordinance SECOND Selectwoman Guelcher VOTE unanimous

Chairman Matson asked for a motion to release the February and March Monadnock Regional School District checks.  No one seconded.

Received audit from Vauchon & Claukay.  Board of Selectmen noted their suggestions on the audit report.

St. Jean Auctioneers will auction Map 6 Lot 3 & 4 on April 8, 2017. Chairman Matson MOVED accept St. Jean’s proposal for the auction SECOND Selectwoman Guelcher VOTE unanimous

Selectmen Bailey MOVED to accept the final draft of fireworks ordinance SECOND Selectwoman Guelcher VOTE unanimous

Approved Brad Hunter’s demo permit for 177 Quarry Rd

Chairman Matson MOVED to pass along street changes to Mr. Dicey for review SECOND Selectmen Bailey VOTE unanimous

Bicycle safety letter from Dr. Kevin Stone, Principal, Troy Elementary School asking for help with grant money for school.  Forward to Mr. Dicey or the Planning Board to get certified for bicycle safety.

5:15 pm Herb Drugg, Dan Drugg – H. Drugg would like to know why the Select Board approved the payment to pay Health Trust for Linda Farnum’s invoice.  The Select Board explained that after Health Trust has had no success with finding Mrs. Farnum that the invoice comes to the Town because we are the policy holder.  H. Drugg asked about why there was no warrant articles to have money from Town Equipment Sales put into Capital Reserves. The Select Board stated the $500 that was received from getting rid of the police car was put into the Police Departments revolving fund.  The Select Board stated that was the only equipment sold.   H. Drugg asked about the old brush truck.  Chairman Matson stated that Mr. Huntoon is going to repurpose the brush truck.  H. Drugg asked about the old trackless sidewalk plow.  Mrs. Fox stated that the old sidewalk plow was trading it towards the new one.  H. Drugg asked for the paperwork to show how much was received from the trade in.  Mrs. Fox gave H. Drugg the paperwork to look over that showed the $5000 that was taken off the new trackless.  H. Drugg then asked about seeing the Health Trust policy stating that the Town is responsible for the Linda Farnum invoice. Chairman Matson stated that Mrs. Fox can get him that information.

Chairman Matson MOVED to abate $1955.51 for Norman & Maria Whitney for the mistake between the BMSI and Vision computer system merge SECOND Selectmen Bailey VOTE unanimous    Mrs. Fox stated that Mike Cummings stopped in requesting a copy of the invoice from Health Trust for Linda Farnum’s bill.  The Select Board stated that it was okay to give Mr. Cumming’s a copy as long as it has no information that would be of HIPAA privacy.

Complaints – Junkyards can be regulated.  Ordinance needs to be put in place. TABLED

Selectmen Bailey stated we need a sound system for Town Meeting.

Selectmen Bailey thinks the costs of our copier machine is too much.  Selectmen Bailey will research the copying costs for next week’s meeting.
