SELECT BOARD MEETING MINUTES
TOWN OF TROY
Tuesday, November 1, 2016 5:00 p.m.
Selectmen Present: Barbara Guelcher, Allan Bailey and William T. Matson
Selectmen Matson called the meeting to order at 5:00 p.m.
Selectmen Bailey MOVED to have all of Troy Ambulance Inc. meeting minutes made public SECOND Selectwoman Guelcher VOTE unanimous
Selectmen Bailey MOVED to accept the Selectmen’s Meeting minutes from October 24, 2016 SECOND Selectwoman Guelcher VOTE unanimous
Doris Martino Letter – Ms. Marino is doing her senior projects that is to help young mothers and babies. Ms. Martino wants to have a bake sale at Voting. The Select Board is okay with the bake sale.
Veilda Lang Complaint, 30 West Hill Rd – Vehicles speeding up and down West Hill. Chairman Matson MOVED to share the complaints with the police chief. The other complaint of the buildings across from the Town Hall not being painted, those buildings do not belong to the Town of Troy. The complaint of the Trading Post having items on the sidewalk has already been taken care of.
Thomas Morrone, 253 N. Main St Complaint – Chairman Matson would like Alissa Fox to send a letter to Mr. Morrone giving him the address and contact information for Joel Thompson who owns the property.
Dan & Justine Guay – Mrs. Guay stated that the State is trying to get judgement on the parties involved. The Guay’s attorney needs the minutes from all of the Troy Ambulance Inc meetings that appointed positions on the Ambulance. Mrs. Fox will look for them and call when they have all been located.
Dave Ellis, Stephanie Charlefour, Bob Hebert – Chief Ellis would like to see all the vehicles paid off with the bequest money and also would like to see any warrant articles that would be at Town Meeting in March to be paid for by the bequest money. Chairman Matson stated that the board has also discussed this as an option. Chairman Matson also stated that the only department that we are required to have in Town is the highway department. Mrs. Charlefour stated that there are so many residents that can’t afford to live in Town. Selectwomen Guelcher states that Town Meeting will be horrible if we don’t relieve the tax payers somehow.

- Troy PTCO
- Troy festivals (improvements to band stand)
Mrs. Fox put together a spreadsheet for next week.
Mrs. Fox call Peter Bastoni and have him come in to speak with the Select Board about the expired RV permit.
Chairman Matson MOVED to have the renewal for Health Insurance go to the 20 plan SECOND Selectwoman Guelcher VOTE unanimous
Selectmen Bailey MOVED to have Thursday as the Veterans Day Holiday for the Selectmen’s Office SECOND Selectwoman Guelcher VOTE unanimous
Selectmen Bailey asked about status of website. Chairman Matson let him know that we should have the site up soon Linda West has been working on it.
Selectmen Bailey is going to do an update to the personnel policy to add in domestic partners.
Selectmen Bailey stated that the tax collector / town clerk are the only 2 positions that are required to get paid for the elections.
Selectmen Bailey needs Sandy Goodwin to come in on November 21 at 6:30 pm to go over the elections budget and Mrs. Goodwin will meet with the budget committee on December 15 at 7:45 pm.
