SELECT BOARD MEETING  MINUTES

TOWN OF TROY

Monday, November 7, 2016 5:00 p.m.

Selectmen Present:  Barbara Guelcher, Allan Bailey and William T. Matson

                                                                                                                                                                             

Selectmen Matson called the meeting to order at 5:10 p.m.

Selectmen Bailey MOVED to accept the Selectmen’s Meeting minutes from November 1, 2016 SECOND Selectwoman Guelcher VOTE unanimous

Police Department Budget, Chief Ellis – Budget went up $4000 for the Police Department. Selectmen Bailey MOVED to recommend the Police Department budget SECOND Selectwoman Guelcher VOTE unanimous

Emergency Services Building Budget, Chief Ellis – Chief Ellis added $500 more to the budget to do a few repairs.  Selectwoman Guelcher feels that some should be added to electricity so that it won’t go over next year. The Select Board put the electricity line item to $2500.  The Select Board moved the liability insurance down to $1600.  Selectmen Bailey MOVED to recommend the Emergency Services Building budget to the Budget Committee SECOND Chairman Matson VOTE unanimous

Police Special Duty Budget, Chief Ellis – Special Duty Budget went up $1000.  Chairman Matson MOVED to recommend the Police Special Duty budget to the Budget Committee SECOND Selectwoman Guelcher VOTE unanimous

Sign Permit from Dollar General – The Select Board have reviewed the concerns of the size of the Dollar General Sign and is in agreement that a variance is needed and will forward the application over to the Zoning Board of Adjusters.

The Select Board thanks the organizers of the AA meetings that have started in Troy on Saturday nights at the Gay Kimball Library.

Granite St Plowing – Jim Dicey has some concerns with where he will put the snow.  Selectmen Bailey spoke to Spencer Tate at Meridian and let him know that they are unsure on what avenue they are going to take for the Granite St turnaround issue.  Selectmen Bailey asked Meridian to send over an invoice for the work that has been completed to date. Mr. Dicey states that the Nalen’s fence is right on the right of way at the edge of the road so he can’t plow the snow there. Selectmen recommend that Mr. Dicey do the best he can and noted that individual property owners are responsible to clean a path to the plowed portion of the road.

Select Board signed the OHRV ordinance.

Future of Granite St. – Selectmen Bailey talked about 6 different options for Granite St a few weeks ago.  The Select Board think it is a good idea to go all the way through to Quarry Rd. Chairman Matson MOVED to have Selectmen Bailey work on this project and the inquire about the land that the State owns that the Town would need to extend Granite St SECOND Selectwoman Guelcher VOTE unanimous.

Lisa Steadman, School Board Budget Committee – Mrs. Steadman stated that her and Scott Peters have been talking about having pre-k through 3rd grade in Troy School and 4th grade through 6th grade at Emerson School.  Mrs. Steadman thinks that by separating the grades into one school or the other it will save money. Chairman Matson stated that the Town of Troy is screwed by the change to the 50/50 formula a few years back when it was changed to 75/25.  Chairman Matson stated that since that change the Town of Troy has paid 1.9 million more in the School Tax.  Chairman Matson asked Mrs. Steadman when was the last time there was any repairs done to Troy School.  Mrs. Steadman stated that there was some repairs done to the School in 2012. Chairman Matson would like to look into pulling the Troy and Fitzwilliam Schools out of the Monadnock District.

Peter Bastoni, RV permit –  Mr. Bastoni stated that his son has nowhere to go. The Select Board recommends that Mr. Bastoni’s son go to Southwestern Community Services and fill out the application for housing.  The Select Board would like proof within 2 weeks that his son has filled out an application with Southwestern Community Services.

George Fish – Alissa Fox let the Select Board know that Mr. Fish called in to say he could not make it to tonight’s meeting but could next week.  Mrs. Fox asked the Select Board if Mr. Fish needed to come in.  The Select Board stated that the deadline for repurchasing the property was November 6, 2016 and if Mr. Fish did not have all of the money that was owed then there was no reason for him to come in to meet with the Select Board.

The Select Board asked Chief Ellis to lock up the Lansdon’s trailer for they are no longer occupying the property and as of November 6, 2016 was their deadline to repurchase the property. Frank who is Dulcy Lansdon’s uncle called in and asked if he could get into trailer to get some of his belongings.  The Select Board stated that he was not allowed to go into the property.

Chairman Matson wants Mrs. Fox to create the motions for the bequest money for voting at next week’s meeting.

Chairman Matson asked Norm Dion if he would be able to take a look at the number from the School board and see what his take is on all of it.

Chairman Matson MOVED to have Mrs. Fox cut a check that does not exceed $60,000 from the bequest money for the Fire Department to purchase a new Brush Truck SECOND Selectmen Bailey VOTE unanimous

Selectwoman Guelcher MOVED to adjourn at 7:51 pm SECOND Chairman Matson VOTE unanimous
