SELECT BOARD MEETING  MINUTES

TOWN OF TROY

Tuesday, October 11, 2016 4:30 p.m.

Selectmen Present:  Barbara Guelcher, Allan Bailey and William T. Matson

Selectmen Matson called the meeting to order at 4:30 p.m.

Chairman Matson MOVED to postpone approval of October 3, 2016 minutes to do the closing on 177 Quarry Rd and 139-161 Bigelow Hill Rd SECOND Selectmen Bailey VOTE unanimous

Patricia Hunter from NH Homes LLC closed on 177 Quarry Rd for $72,000 – $5,000 deposit = $67,000 and a check for St. Jean Auctioneers for $7,200.00.  Mrs. Hunter also closed on 139-161 Bigelow Hill Rd for $48,000 – $5,000 deposit = $43,000 and a check for St. Jean Auctioneers for $4,800.00.

Selectmen Bailey MOVED to accept the Selectmen’s minutes from October 3, 2016 SECOND Selectwoman Guelcher VOTE unanimous

Selectmen review correspondence – Letter from Carl Patten read and considered context.

Letter from Doug & Peg Rouleau in regards to turnaround at the end of Granite St. Selectmen Bailey will draft up letter to the Rouleau’s and have it ready for next week’s Selectmen’s meeting.

Letter from the Trustees of the Trust Funds – Select Board read letter and noted.

Troy Mills letter from Richard Dorset about changing the property value to put back on the tax roll. Chairman Matson spoke with Mike McCulley from NH Dept. of Environmental Services.  Mr. McCulley wanted to know if the Town knew of anyone who would want to purchase the Mill.  Chairman Matson MOVED for himself to call Richard Dorsett SECOND Selectmen Bailey VOTE unanimous

Marcia Nadeau complaint letter – received and discussed.  Selectmen Bailey will research State road right-of-way.

5 Granite St – Bill Paju – Mr. Paju called in and will either be demolishing the building or selling it.

Emergency Management Budget – Bob Hebert – budget to stay the same as last year. Selectmen Bailey MOVED to recommend the budget to the Budget Committee SECOND Chairman Matson VOTE unanimous

Discussed bequest

Zoning Board budget – no one from the zoning board came to meeting. Selectmen Bailey MOVED to recommend the same budget for next year to the Budget Committee SECOND Selectwoman Guelcher VOTE unanimous

Planning Board budget – Jon Collins – Chairman Matson MOVED to add consultant to the Planning Board budget SECOND Selectmen Bailey VOTE unanimous  Chairman Matson MOVED to recommend budget to Budget Committee with change of removing assistance program and adding consultant SECOND Selectmen Bailey VOTE unanimous

Giving Tree at Library – okayed by the Library Director and okay by the Select Board

Selectmen Bailey wanted to inform the Select Board that the Library will have 2 warrant articles to go to Town Meeting.  One is for interior repairs including flooring and the second is for the library to have a capital reserve fund

Selectmen Bailey MOVED to go into non-public meeting under RSA 91-A:3,II(c) SECOND Chairman Matson VOTE unanimous            

6:38 pm Out of Non-public meeting.

Selectmen Bailey believes that Herb Drugg’s show model is taxable. Selectwoman Guelcher called the DRA and is waiting on a response.

Selectwoman Guelcher MOVED to adjourn at 6:45 pm SECOND Chairman Matson VOTE unanimous
