SELECT BOARD MEETING MINUTES
TOWN OF TROY
Monday, October 24, 2016 5:00 p.m.
Selectmen Present: Barbara Guelcher, Allan Bailey and William T. Matson
Selectmen Matson called the meeting to order at 5:03 p.m.
Present: Janet McCullough for voting of the tax rate.
Selectmen Bailey MOVED to accept the Selectmen’s minutes from October 17, 2016 SECOND Selectwoman Guelcher VOTE unanimous
Chairman Matson MOVED to accept the tax rate of 36.62 SECOND Selectmen Bailey VOTE unanimous
Tax Collector / Town Clerk Budget, Marcy Johnson – budget is not going up by much. Selectmen Bailey MOVED to recommend the tax collector / town clerk budget to the budget committee SECOND Chairman Matson VOTE unanimous
Library Budget, Stephanie Charlefour – Selectwoman Guelcher MOVED to recommend the $102,015 budget to the budget committee SECOND Chairman Matson VOTE unanimous Mrs. Charlefour is looking for a place in town to put a reading nook for children. Mrs. Charlefour also let the Select Board know that she is putting in for two warrant articles one will be for flooring that needs to be replaced, walls patched and painted, ceiling tiles that need to be replaced, some of the siding is cracked, and lighting to brighten up the children’s area. The second warrant article will be for set-up a capital reserve fund.
Cemetery Department Budget, Jim Dicey – The budget for the cemetery will go up about $1000. The paving for the cemetery roads will come from the trust funds. The estimate for the paving is $38,000. Selectmen Bailey MOVED to recommend the budget of $28, 691 to the budget committee SECOND Selectwoman Guelcher VOTE unanimous Mr. Dicey will write a warrant article to take the money out of the trust funds for the paving.
Chairman Matson wants Mr. Dicey to see how much it would cost to put a crosswalk from the trading post to the helping hands.
Granite St – Mr. Nalen complained about Mr. Dicey coming to his house. Mr. Dicey stated that the turnaround is a concern of his. Selectmen Bailey came up with six different options for the issue. (see attached) Option 5 will be used for this winter’s plowing.
Plowing of Quarry Rd – Mr. Dicey wants to know how far he should plow at the end of Quarry Rd. The Select Board says plow to the end of the road not the driveway portion.
Mr. Dicey wanted to inform the Select Board that Peter Paul is coming to Town on Thursday and would like to meet with the Select Board at the SEP Community Center.

New England Power Letter requesting to move a stone wall on Town property. Selectmen Bailey MOVED to allow them to do the work SECOND Chairman Matson VOTE unanimous
Domestic Partners Rider for Health Insurance – Chairman Matson MOVED to add the domestic partner rider to the Town insurance policy SECOND Selectwoman Guelcher VOTE unanimous
Selectwoman Guelcher thinks that because of the tax rate increase we should rethink the bequest money to help with some of the burden on the tax payers. She suggests that maybe using the money for the warrant article items.
Chairman Matson MOVED to allow Chief Ellis to put the $500 from the sale of the Expedition in the revolving fund to purchase two optics for his rifles SECOND Selectmen Bailey VOTE unanimous
The Select Board would like Mrs. Fox to email Scott Peters and Lisa Steadman and have them meet with the Select Board on a quarterly basis. First meeting should be the beginning of November
