SELECT BOARD MEETING  MINUTES

TOWN OF TROY

Monday, September 12, 2016 5:00 p.m.

Selectmen Present:  Barbara Guelcher, Allan Bailey and William T. Matson

Selectmen Matson called the meeting to order at 5:00 p.m.

No Oil bids were received

Selectmen Bailey MOVED approve Selectmen’s Meeting minutes from September 6, 2016 SECOND Selectwomen Guelcher VOTE unanimous

Janet McCullough – Mrs. McCullough wants to move the bequest money to either a 30 day cd with an interest rate of .3, 60 day cd with an interest rate of .47, or a money market account with an interest rate of .2.  Selectwoman Guelcher asked if there was a penalty to withdraw from money market early. Mrs. McCullough stated that there is no penalty. Chairman Matson MOVED to put $411,000 into 30 day cd and $410,000 into 60 day cd SECOND Selectwoman Guelcher VOTE unanimous

Staffing – The Select Board members will come in 2 hours a week and help Mrs. Fox with some of the small stuff in the office such as filing, website, photo coping. Mrs. Fox will also find out from vision how much to get tax cards online.  

Chief David Ellis – The Keene PD and the Child Advocacy Center is doing a fundraiser.  The Police Officers grow facial hair for the month of October while raising money.  Chief Ellis just wanted to let the Select Board know that they are participating and November 1 all police officers will be clean shaven.

Frank Milowicki from Minute Mart – The concern is that if Dollar General comes in that Minute Mart will go out of business which will leave the Town of Troy without a gas station. Mr. Milowicki presented the weekly customer count based on 52 weeks from 2011 to now has declined. Mr. Milowicki also presented the weekly gallons of gasoline sold. Chairman Matson told Mr. Milowicki that there isn’t much a Select Board can do to stop a Dollar General from coming into Town.  If they meet all requirements by the Planning Board in which they have there is nothing that can be done to stop them.

Troy Mills – Selectmen Bailey asked if the liens were still attached to the property. Chairman Matson stated that they were. Chairman Matson MOVED to have Attorney Little file objection to the notice of abandonment SECOND Selectmen Bailey VOTE unanimous

Recreation Funds – Select Board reviewed the revolving fund and also the Town budget line items.

Letter from Courtney Frazier in regards to creating a dog park in town – The Select Board will look into it.

Selectmen Bailey MOVED to accept estimate from SV Electric for repairs at Community Center SECOND Chairman Matson VOTE unanimous

Troy Town News – Chairman Matson will write up an article about the bequest.

Chairman Matson MOVED to have Mrs. Fox buy oil with the best price SECOND Selectmen Bailey VOTE unanimous

Granite Street Turnaround – Meridian contract was signed and will be mailed out.

Website – Selectmen Bailey asked on progress of the website.  Chairman Matson stated that himself and Mrs. Fox took the webinar and now it is just getting all the information onto the site.  Mrs. Fox did let them know that Linda West is really good at websites. The Select Board asked Mrs. Fox to find out how much she would charge to do the website.

Selectmen Bailey suggested that all the Select Board members at the election tomorrow at the Community Center at 8:00 am.
