SELECT BOARD MEETING MINUTES
TOWN OF TROY
Monday, September 19, 2016 5:00 p.m.
Selectmen Present: Barbara Guelcher, Allan Bailey and William T. Matson
Selectmen Matson called the meeting to order at 5:00 p.m.
Selectmen Bailey MOVED approve Selectmen’s Meeting minutes from September 12, 2016 SECOND Selectwomen Guelcher VOTE unanimous
Mrs. Fox gave an update of the prices of oil that she received. Discount Oil was the lowest with a price of 1.729 a gal for 9000 gallons.
Jordan Newcomb from Franklin Pierce University – Writing a book on the Town of Troy. Selectmen Bailey asked what kind of book it would be. Miss Newcomb stated it would be a 100 page book on Troy’s history unless something else sparks her interest while she is collecting her research.
Letter from Gary Kenyon about Summit Trails property – Map 23 Lot 6A & 7A. Selectmen Bailey could not find a subdivision of lot 7 so there is no lot 7A. Chairman Matson will call and tell Mr. Kenyon that there is no 7A on the tax map.
Conservation Commission – The Conservation Commission sent a letter asking if they could use their capital reserve fund to buy 2 pieces of property. The Select Board said that they are able and that they will wait from further information from the Conservation Commission. Chairman Matson MOVED to appoint Adam Cutts and Trudy Hall as new members of the Conservation Commission SECOND Selectwoman Guelcher VOTE unanimous
Troy Mills Update
Jim Dicey asked Mrs. Fox to let the Select Board know that the open well that was reported by a resident was located on the land of Alan Cummings. The Select Board will send a letter to Mr. Cummings about the open well with a copy of the NH laws.
Troy Mills Dam – Mr. Dicey wanted Mrs. Fox to tell the Select Board that the left wing wall of the Troy Mills Dam is collapsing and eroding away where Skip Mason mows. Chairman Matson will send a letter to the Bankruptcy court and let them know about the problems with the Dam.
Selectmen Bailey spoke to Spencer Tate from Meridian about the turnaround at the end of Granite St. Meridian is going to measure and see how much sq. ft. is needed. Meridian would like the Select Board to contact everyone on Granite St about what the Town intends to do at the end of the Street. Selectmen Bailey will write something up to go in Keene Sentinel informing the residents that live on Granite St.
Selectmen Bailey contacted the AG’s office about the election last week about signs at polling places and confirmed were they are allowed and aren’t allowed.
Website – Alissa Fox spoke to Linda West about working on the Town’s website. Mrs. West will work on the website for $10 an hour. Chairman Matson MOVED to have Linda West work on the website up to 24 hours to start SECOND Selectmen Bailey VOTE unanimous
