SELECT BOARD MEETING MINUTES
TOWN OF TROY
Monday, September 26, 2016 5:00 p.m.
Selectmen Present: Barbara Guelcher, Allan Bailey and William T. Matson
Selectmen Matson called the meeting to order at 5:00 p.m.
Selectmen Bailey MOVED approve Selectmen’s Meeting minutes from September 19, 2016 SECOND Selectwomen Guelcher VOTE unanimous
Selectmen Bailey drafted the Granite St turnaround press release for the Keene Sentinel to print. Chairman Matson MOVED to accept the news release SECOND Selectwoman Guelcher VOTE unanimous Chairman Matson MOVED to have Selectmen Bailey write letters to the abutters based on the press release SECOND Selectwoman Guelcher VOTE unanimous Chairman Matson questions on whether or not we need to have a public hearing for purchase of the land. Chairman Matson looked up the RSA and it states that the Select Board will have to go before the Planning Board and let them know about the purchase of the land for the turnaround.
Historical Society & Kimball Hall Budget – Kathy Marrotte & Lynn Smith – The Historical Society it requesting $500 for their budget for 2017 and are requesting a budget of $5,995.00 for Kimball Hall. Chairman Matson asked Mrs. Marrotte and Mrs. Smith what their plans are for the Historical Society and Kimball Hall. Mrs. Marrotte stated that the 7 replacement windows have been ordered and the next project will be siding the building but only 2 sides need to be done. Mrs. Smith stated that fundraising will be done to raise money to side the building. Chairman Matson asked when they would be moving the museum to the 1st floor. Mrs. Marrotte stated it would be a few years before that would be able to happen because they have to redo the back room. Mrs. Marrotte stated that in this year’s Kimball Hall budget they added $500 for an electrician to come in and take a look at what electrical will need to be done over. Selectmen Bailey MOVED to recommend the budget for Kimball Hall and Historical Society SECOND Chairman Matson VOTE unanimous Mrs. Marrotte and Mrs. Smith also submitted a warrant article to be presented at Town Meeting to allow the Historical Society to use the building for as long as the Historical Society exists. Selectmen Bailey MOVED to recommend the warrant article SECOND Selectwoman Guelcher VOTE unanimous
Humane Society Letter – Select Board would like to speak to Chief Ellis before paying the invoice.
Railroad Depot Budget – Stanley Clark – Mr. Clark is asking for $2000 more than last year’s budget. Mr. Clark explained that the increase will be in labor contracted services because the committee would like to get the rest of the building painted. The committee has quotes coming for insulating under the floor and to fix the slate pieces. Chairman Matson asked about the 2 storage sheds down at depot. Mr. Clark stated that those are the Railroad Depot’s and they allow the Historical Society to use some space. Selectwoman Guelcher MOVED to recommend the Railroad Depot SECOND Selectmen Bailey VOTE unanimous
David Pollock and Albert St. Pierre – Map 23 Lot 6A – The land Mr. Pollock is selling is actually in Marlborough not Troy. The Select Board would like to write a letter to Mr. Kinyon as follows: Dear Mr. Kinyon, concerning Map 23 Lot 6A the Board of Selectmen agree it’s a free standing lot with access to a Class VI road who’s boundary is clearly marked by Town boundary.
