SELECT BOARD MEETING  MINUTES

TOWN OF TROY

Tuesday, September 6, 2016 5:00 p.m.

Selectmen Present:  Barbara Guelcher, Allan Bailey and William T. Matson

Selectmen Matson called the meeting to order at 5:05 p.m.

Selectmen Bailey MOVED approve Selectmen’s Meeting minutes and both Public Hearing minutes from August 29, 2016 SECOND Selectwomen Guelcher VOTE unanimous

Metal Roofs – Chairman Matson stated that there is only 3 metal roofs in Town that affects the roads and sidewalks so he doesn’t think that we need to have an ordinance. Selectwoman Guelcher agrees that no ordinance is needed. Chairman Matson thinks that we should talk to the property owners.

Chairman Matson MOVED to accept CAP from Primex for 3 year period SECOND Selectmen Bailey VOTE unanimous

Selectmen Bailey MOVED to accept proposal from Meridian for turnaround at end of Granite Street SECOND Chairman Matson VOTE unanimous

Selectwoman Guelcher wanted to inform the Select Board that Richard Thackston won’t be able to attend the election next Tuesday but his son has been sworn in and will take his place.

Bob Norton, Jim Dicey, Chief Ellis, – Chairman Matson apologized to Mr. Dicey and Mr. Norton for giving Mr. Norton the wrong information when it should have went to Mr. Dicey. Chairman Matson states that they both need to know what they are responsible for. Mr. Dicey is responsible for anything with the building. Mr. Norton is in charge of programs. James Dunton the custodian falls under the direction of Mr. Dicey.  Summer program staff is under Mr. Norton.  The Recreation committee members are just committee members that provide support and ideas to the recreation director. Chairman Matson states that everyone needs to work together.  Chairman Matson would like to see a professional cleaning company on next year’s budget. Selectmen Bailey stated we need to separate building from recreation committee for next year’s budget.

Chairman Matson asked Mr. Dicey to look at property lines to road at 17 Nelson St.

Selectmen Bailey would like Mr. Dicey to find out from Meridian how much land we will need to do the turnaround at the end of Granite St. Mr. Dicey will give Meridian a call and ask how many sq. ft. of land do we need.

Mr. Dicey stated he is letting the water out of Sand Dam on September 17th so he can begin the drudging.

Mr. Dicey stated that something needs to be done with the Village pond dam. Chairman Matson stated that he will call the State that handles the dams.

5:55 pm Richard Wright – Mr. Wright would like to know what is going to be done with the money that came in from the bequest. Mr. Wright hopes that it is not a pool. Mr. Wright asked about the hearing on OHRV’s.  Chairman Matson stated that the hearing was last week.  Gave Mr. Wright a copy of the OHRV ordinance. Mr. Wright wants to know what kind of impact  Dollar General will be to the Town.  Chairman Matson stated there will be no impact to the Town.

September 13, 2016 is Election – Selectwoman Guelcher and Marcy Johnson did some research and all of the Select Board needs to be present for the whole day.

Alissa Fox gave a welfare update to the Select Board.

Bequest Money – Select Board discussed. Chairman Matson would like to put an article in Troy Town News asking for suggestions on how to use the money with a cutoff date for submittal for October 15, 2016.

Richard Pelto – Chairman Matson MOVED to send Mr. Pelto a letter to get 30 day to get current or Select Board will be required to go forward with legal procedures SECOND Selectwoman Guelcher VOTE unanimous

Chairman Matson MOVED to adjourn at 7:20 pm SECOND Selectwoman Guelcher VOTE unanimous
