SELECT BOARD MEETING MINUTES
TOWN OF TROY
Monday, February 16, 2016 4:00 p.m.
Selectmen Present: Howard M. Sheats, Jr., Allan Bailey and William T. Matson
Chairman Sheats called the meeting to order at 3:57 p.m.
Selectmen Bailey MOVED to wait till later in the meeting to approve the Selectmen Meeting Minutes from February 9, 2016 SECOND Selectmen Matson VOTE unanimous
Selectmen Matson wants to amend some of the warrant articles and Selectmen Bailey agreed. Selectmen Matson says we should wait on Richmond Rd paving till next year. Selectmen Matson states we need to weigh on what is going to pass and what will not. Jim Dicey stated that we have waited 6 years we should at least do the 1.2 miles of Richmond Rd. Selectmen Bailey stated that we need to do something or we may have 1 Police Cruiser on the road. Mr. Dicey thinks it a bad idea to wait on Richmond Road paving. Selectmen Matson says we would put the $30,000 into the Capital Reserve. Selectmen Matson asks Selectmen Bailey what the objections to the Police Cruiser were. Selectmen Bailey stated that Bert Lang was the only one against it and that Mr. Lang thinks we don’t need another new Police Cruiser. Selectmen Matson asked Chairman Sheats what his thoughts are since he was the former Police Chief. Chairman Sheats stated that he would ask Chief Ellis how the vehicles are being maintained.
Parking Across from Troy Mills – This property is owned by the Town of Troy and not by TRG. The Select Board agreed that we should be charging rent to use the parking space to park tractor trailer trucks. Selectmen Bailey MOVED to charge rent of $100 a month for truck and/or trailer SECOND Chairman Sheats VOTE unanimous The Select Board needs to have a permit for the vehicle made up and each month they need to come in and pay for their month rent. The renter needs to give the plate #’s of the truck. If the renter does not pay then the police will need to enforce tickets.
Background checks – Selectmen Bailey stated that the library has anyone working with children to have a background check done. Suspend for further discussion after public Hearing.
4:50 pm Public Hearing on acceptance of Peter Paul’s donation of $25,000 for dredging of Sand Dam.
Back to Background Checks – Selectmen Bailey MOVED to require criminal background checks on any employee, volunteer, committee member who works with children, elderly, or money SECOND Selectman Matson VOTE unanimous
5:03 pm Meeting suspended for Public Hearing on Traffic Ordinance
5:33 pm Public Hearing adjourned
Selectmen Bailey stated that we need to find out from the State of NH if we can add conditions to the Intent to Cut Permits. TABLE till next week.
