SELECT BOARD MEETING MINUTES

TOWN OF TROY

Monday, January 25, 2016 4:00 p.m.

Selectmen Present: Howard M. Sheats, Jr., Allan Bailey and William T. Matson

Chairman Sheats called the meeting to order at 4:02 p.m.

Selectmen Bailey MOVED to accept Selectmen Meeting Minutes from January 19, 2016 SECOND Selectmen Matson VOTE unanimous

4:05 pm Dan Moore, Code Enforcer – Mr. Moore wanted to give the Select Board an update to last week’s meeting. Mr. Moore called Mike Jasmin about coming in to help with building code inspections for the Town. Mr. Jasmin wanted some time to think about it. Mr. Moore called Jay Coppo back about his occupancy permit to let him know that the Fire Chief Mark Huntoon would need to come out and inspect the windows since they are not egress windows. Fire Chief Huntoon visited Mr. Coppo’s home and is doing some research into occupancy without egress windows and he will get back to the Select Board. Mr. Moore gave his two week notice as Code Enforcer.

Elderly Tax Deferment Policy – Selectmen Matson thinks we should have Attorney Little come in to a meeting in the next couple of weeks and go over this deferment and also some of the other issues that are being dealt with such as the noise ordinance. Selectmen Bailey went over some of the changes that he made to his first draft of the deferment.

Further discussion on plaques

Budget – Selectmen Bailey stated that the Budget Committee still needed to work on Capital Reserve Funds. Mrs. Fox stated that Fire Chief Huntoon had informed her that the Mutual Aid line item went up for 2016 and that the Department would need to increase its budget. Selectmen Bailey MOVED to increase the mutual aid line item from $19,000 to $21,385 SECOND Selectmen Matson VOTE unanimous Selectmen Matson asked if we would be putting any money in the Selectmen budget for the Website. Selectmen Bailey MOVED to increase the computer service line item for the Selectmen’s Budget from $14,641 to 15,900 for website services SECOND Selectmen Matson VOTE unanimous

Background Checks – Selectmen Bailey will look into the law on town employees needing background checks

4:38 pm Richard Thackston – Mr. Thackston would like a permit for 11 Russell Ave to remove the current detached barn and replace with a new one of the same footprint. He questions if he is allowed to do this cause of current zoning says the barn is too close to the property line. The Select Board stated he will need a building permit to do it and there should be no issue because the new 2 car garage will be the same footprint as the old barn.

Mr. Thackston would like to make the Select Board aware that the Town does not own the dam. Mr. Thackston recommends the Select Board get an easement or ownership of the dam.

MDS Noise Complaint – A complaint from a Town resident that MDS was dumping dumpsters at 3:30 in the morning on January 20, 2016. Selectmen Matson MOVED to have Mrs. Fox call MDSand also follow up with a letter to MDS letting them know about our noise ordinance in town SECOND Selectmen Bailey VOTE unanimous

Wade Paight, Intent to Cut – Selectmen Matson TABLED till next week’s meeting

Selectmen Matson MOVED to have Mrs. Fox call Attorney Little and see if he can make it to next week’s Selectmen’s Meeting SECOND Selectmen Bailey VOTE unanimous

Prospect St Rooster Complaint – Rooster is not being brought in at night and keeping people up. Selectmen discussed rooster and TABLED till next week’s meeting.
