SELECT BOARD MEETING  MINUTES

TOWN OF TROY

Monday, April 11, 2016 5:00 p.m.

Selectmen Present:  Barbara Guelcher, Allan Bailey and William T. Matson

Selectmen Matson called the meeting to order at 5:00 p.m.

Selectmen Bailey MOVED to accept the Selectmen’s Meeting Minutes from 4/5/16 SECOND Selectwoman Guelcher VOTE unanimous

Open paving bids –

  • Brox
  • Arlington Paving
  • Advanced
  • Lane
  • Vermont Roadworks

Open to discussion by Chairman Matson.  Selectmen Bailey suggest that the per ton price be figured on all bids.  Mr. Dicey requested a week to look over all the bids.

Selectwoman Guelcher asked why there was such a range in pricing. The reply from the companies present was that the price range is due to trucking. Chairman Matson closed discussion and allow Mr. Dicey to look over bids.

Chairman Matson MOVED to have Mrs. Fox to contact KRT to go over Lot 33/7 the assessment went up SECOND Selectmen Bailey VOTE unanimous

5:15 pm Select Board went to the end of Granite St.

5:52 pm Select Board meeting back in session

Chairman Matson MOVED to accept Alan and Diane Lepisto’s current land use application SECOND Selectmen Bailey VOTE unanimous

Selectmen Bailey MOVED to accept Intent to Cut for Robert Smith/David Kent SECOND Selectwoman Guelcher VOTE unanimous

Chairman Matson MOVED to accept alcohol permit for Alisha Tuttle SECOND Selectmen Bailey VOTE unanimous

Chairman Matson MOVED to accept alcohol permit for Katie Langevin SECOND Selectmen Bailey VOTE unanimous

Chairman Matson MOVED to accept building permit for Steve & Julie Rooney SECOND Selectmen Bailey VOTE unanimous

Beaupre – Chairman Matson will call Attorney Little

Keypad Locks – Chairman Matson asked Mrs. Fox to make a list of each door that will have one and the cost for approval for next meeting

Selectmen Bailey MOVED to deny Shirley O’Dett’s abatement request due to the time period SECOND Chairman Matson VOTE unanimous

Chairman Matson MOVED to put in force a policy of the Select Board that all sealed Selectmen’s Meeting minutes may only be opened in a quorum of the Select Board SECOND Selectmen Bailey VOTE unanimous

Selectmen Bailey MOVED to approve changes to personnel policy with changes that were discussed SECOND Chairman Matson VOTE unanimous

Chairman Matson MOVED to accept Renter/Landlord policy SECOND Selectwomen Guelcher VOTE unanimous

Vacant Building Registration – TABLED

GFA – Chairman Matson asked Mrs. Fox to call Rachel at GFA.

Town Credit Card – TABLED

Chairman Matson MOVED to adjourn at 7:20 pm SECOND Selectmen Bailey VOTE unanimous
