SELECT BOARD MEETING MINUTES
TOWN OF TROY
Monday, March 7, 2016 4:00 p.m.
Selectmen Present: Howard M. Sheats, Jr., Allan Bailey and William T. Matson

Chairman Sheats called the meeting to order at 3:54 p.m.

3:55 pm Rachel O’Leary, David Bojarczuk, Tina Sbrega, Lynn Hebert from GFA Credit Union – Mr. Bojarczuk stated that they can offer online banking and that they would offer training on how to use the online banking. Mrs. McCullough asked how many accounts she could have with the online banking. Mr. Bojarczuk stated that she would have all of her accounts. Selectmen Matson asked how many municipalities does GFA service. Mrs. Sbrega stated that this would be the first checking account for a municipality. Selectmen Matson asked if they collateralize. Mr. Bojarczuk said yes. Mrs. Sbrega stated that all deposits are fully insured there would be no letters of credit needed. Selectmen Matson stated that what the deciding factor will be which bank gives us an ATM in the Town. Mrs. Sbrega stated that the proposal that was given is with no service charge accounts. Mrs. Sbrega asked the Select Board if GFA was to give the Town an ATM machine what kind of commitment would the Town give the credit union. Selectmen Matson stated that a commitment of 5 years.

4:23 pm Sue Silver, Sheila Jacobs, Bill Dunn from Mascoma Bank – Mrs. Jacobs stated that the accounts would be sweep accounts. There would be no charge for the smaller accounts as long as there is no more than 50 checks written in a month. Selectmen Matson stated that the deciding factor would be which bank gave the Town an ATM.

42 Granite St – Selectmen Bailey did some research and found out there is no right of way at 42 Granite St that would allow for the town to use for turning around during plowing and sanding. The right away went away in the deed from 1931. Mrs. McCullough and Selectmen Matson suggested putting a cul-da-sac at the end of Granite St.

Investment Policy – Selectmen Bailey stated that the NHMA has an example of a policy that the Town could use as a base for drafting up a policy.

5:07 pm – Shane Ellis from Shane’s Trucking – The Select Board asked if Mr. Ellis if he would like to rent the parking lot on Mill St across from Troy Mills. Mr. Ellis stated that he is very interested in renting the whole parking lot. Mr. Ellis would like a contract written up for a year at $4,000 for the full year. Mr. Ellis also stated that if the Town has a chance to sell the property that he would be okay with that as long as his rent was prorated and he received refund of whatever months were left on the contract. Selectmen Matson asked Mrs. Fox to draft up the rental contract. Selectmen Bailey stated that he will draft up the contract and email over to Selectmen’s Office. Mr. Ellis asked that once the contract to email to shanestrucking2006@gmail.com
