SELECT BOARD MEETING  MINUTES

TOWN OF TROY

Monday, May 2, 2016 5:00 p.m.

Selectmen Present:  Barbara Guelcher, Allan Bailey and William T. Matson

Selectmen Matson called the meeting to order at 5:00 p.m.

Selectmen Bailey MOVED to accept the Selectmen’s Meeting Minutes from 4/25/16  SECOND Selectwomen Guelcher VOTE unanimous

5:00 pm Robin Hannett & Bob Norton from Recreation Committee – Robin Hannett is going to be the new Summer Recreation Director.

5:15 pm Dan & Justine Guay . – Selectmen Bailey MOVED to go into Non-public session under RSA 91-A:3(II)(c) SECOND Selectwomen Guelcher VOTE unanimous

5:50 pm Returned to public meeting

5:51 Peter Bastoni – Mr. Bastoni is requesting a 6 month extension on allowing his son to live in his RV.  Chairman Matson MOVED to give Mr. Bastoni a 6 month extension on his son living on the RV which will expire on November 2, 2016 SECOND Selectmen Bailey VOTE unanimous

6:00 pm Stephanie Charlefour & Alissa Fox, Drug/Alcohol Addiction Awareness Update – Met with Keene Hates Heroin Group.  The group offered to take us under their wing.  The Group is trying to find some CPR/AED trainers along with a Narcan trainer to teach a class at the Community Center for the Residents in Town. The Select Board will look into finding the $320 for the books and CPR card for the training.   Keene Hates Heroin group would like to do their Live Free Rally at the Community Center on September 17, 2016.  Selectmen Matson MOVED to allow Keene Hates Heroin Group to hold their Live Free Rally on September 17, 2016 at the Community Center SECOND Selectmen Bailey VOTE unanimous.

Ambulance – Select Board makes the following steps after reading the Attorney Generals actions.  Call Attorney General’s Office, Call Property Liability Trust, Call Silas Little. As of 7:00 pm tonight the Ambulance to cease operation.  Chief Ellis will call Mutual Aid and let them know that Troy Ambulance is not in service till further review. The Emergency Services Building will be locked and code changed on door.

Mill Parking Lot – There is oil on the ground down where Shane’s Trucking parks his trucks. Chairman Matson and Selectmen Bailey will check out the parking lot.

Pelto’s Barn Property – Richard Pelto called on behalf of his son Rylee Pelto who is purchasing the Pelto’s Barn Property.  Mr. Pelto would like to know if they would be able to open up the Barn as it was before.  The Select Board stated as long as it is within the ordinances then yes. Mr. Pelto also asked if the loan doesn’t go through is there an option to make payments to pay for the property over a two year period.  The Select Board can’t do payments, if the property is not paid for by May 31, 2016 it will be offered to the next highest bidder.
