SELECT BOARD MEETING MINUTES
TOWN OF TROY

Selectmen Present: Barbara Guelcher, Allan Bailey and William T. Matson

Chairman Matson opened the meeting at 4:00 pm
Chairman Matson MOVED to get a $25 gift card to Target for Henry Underwood for the birth of his child SECOND Selectwomen Guelcher VOTE unanimous
Trustees meeting update – Will need a special meeting to accept the money the Town is receiving as a gift.
School Board Meeting Update – Chairman Matson updated that the School Board went into non-public session.
Ambulance –
Ronda Fish and Marcia Conant couldn’t make it to the meeting tonight. Mrs. Fish sent
a letter to the Select Board.
Chairman Matson wants to make a motion that Troy Ambulance Inc no longer have a contract with the Town of Troy. Selectmen Bailey thinks that the Board should wait on that.
Chairman Matson stated that all of the computer files and records need to be turned over
to the Select Board.
Chairman Matson spoke with Chief Mark Huntoon. The Fire Dept needs a license to operate as an ambulance service.
Chief Huntoon wants to pay the ambulance employees per call at a hourly rate just like the fire fighters.
Chairman Matson wants to get Quickbooks and put the fire and ambulance onto that program.
Chairman Matson MOVED to accept assets, records, equipment of Troy Ambulance Inc for breach of contract SECOND Selectmen Bailey VOTE unanimous
Chairman Matson MOVED to have the fire and police department do a physical inventory of all property that Troy Ambulance had SECOND Selectwomen Guelcher VOTE unanimous
Chairman Matson MOVED to spend $200 with Worldwide Computers to clean and copy all computer records of the Ambulance SECOND Selectwomen Guelcher VOTE unanimous
Chairman Matson MOVED to send a memo to Mark Huntoon at the Fire Department to make sure that all Town Policies are adhered to when hiring Ambulance personnel SECOND Selectwomen Guelcher VOTE unanimous
Chairman Matson MOVED to purchase Quickbooks for $299 SECOND Selectwomen Guelcher VOTE unanimous
Selectwomen Guelcher asked who would be paying for the Southwestern Mutual Aid invoice that the Ambulance didn’t pay. Chairman Matson stated that it would come out of the Fire Department budget and then when all paperwork is straightened out for Ambulance we can credit the Fire Dept.

5:07 pm Meeting back in Session
Chairman Matson called Ronda Fish to remind her the Selectmen’s office is closed Friday, Saturday and Sunday and that we need all of the records from the Ambulance by Monday at 5:00 pm. Mrs. Fish did not answer, a message was left on voicemail.
Chairman Matson called Marcia Conant and left the same message on her answering machine.
5:15 pm Mark Huntoon, Fire Chief and Joe Callahan, President, Vice President, Secretary for Troy Ambulance Inc.
Mr. Callahan took over in October. When Mr. Callahan took over Troy Ambulance Inc was 4 years behind on filing taxes.
Chairman Matson asked Mr. Callahan what bank accounts Troy Ambulance Inc had. Mr. Callahan stated a checking account with TD Bank and Cd’s at Savings Bank of Walpole.
Chairman Matson asked Mr. Callahan where the Ambulance gets their supplies. Mr. Callahan stated the company was Bound tree.
Mr. Callahan asked how the outstanding bills the Troy Ambulance Inc would get paid. Selectmen Bailey stated that they would get paid out of the Ambulance account.
Mr. Callahan stated that there will be outstanding bills from the accountant Lynn Rust that would be $1200 per year of taxes filed.
Chairman Matson explained to Mr. Callahan that it is better for Troy Ambulance Inc to turn everything over to the Town. For the safety of Town residents we need our Ambulance service back up and running as soon as possible.
Mr. Huntoon stated that he is working on getting licenses to be able to operate an Ambulance service and should be good to go by Wednesday the 11th.
